Pre-qualification for amatola water civil engineering term contract panels (36 months) – eastern cape

Bids must be deposited in the Bid/Tender Box at Amatola House, 6 Lancaster Road, Vincent, East London, before the closing time of 11:00 on 11 September 2026. The sealed envelope or parcel must be endorsed with the bid number and description. Late, incomplete, unsigned, or electronically submitted applications will not be accepted. No duplicate copy is required; submit the original and all supporting documents. Only authorised signatories may sign; companies must include a board resolution authorising the signatory, partnerships must have all partners sign or provide proof of authorisation, and joint ventures/consortia must include resolutions from each member. Returnable schedules include: A1 Authority to Sign, A2 Certificate of Authority for Joint Ventures, A3 Compulsory Enterprise Questionnaire, SBD 4 Bidder's Disclosure, B1 Tenderer's Expertise and Experience, B2 Record of Addenda, B3 Joint Venture Agreement, B4 Valid Tax Clearance, B5 Company Registration Documents, B6 B-BBEE Certificate, B7 Status of Concern, B8 Company Profile, B9 Proof of CSD Registration, B10 Proof of CIDB Registration, B11 Declaration of Indemnity, and B12 Letter of Good Standing with the Compensation Fund. The Portfolio of Evidence must be in a separate, clearly indexed lever-arch file. Failure to comply with any requirement may render the bid non-responsive.

Evaluation is in three steps: Step 1 – selection of one panel category (Category 1: All Civil Works with panels A: 6CE, B: 7CE, C: 8CE or Higher; Category 2: Borehole Development and Pipeline Reticulation with panels D: 5CE, E: 6CE or Higher). Selecting more than one category or none results in non-responsiveness. Step 2 – completeness of the tender submission, including eligibility, no alterations to bid documents, and SBD 4 fully completed and signed. Step 3 – pre-qualification and compliance, assessing the tenderer's expertise and experience. For Category 1, bidders must submit two Completion or Practical Completion Certificates covering at least two different areas/disciplines (water or wastewater treatment works; medium pressure pipelines DN160mm or above; water or sewer pump stations; reinforced concrete reservoirs 1ML or above). For Category 2, bidders must submit two certificates covering at least two different areas: borehole drilling/testing/equipping/reticulation/pump stations; secondary bulk and reticulation pipelines DN25mm–DN160mm; reinforced storage reservoirs (200kl to 1ML) or steel elevated tanks. Submitting two certificates in the same area/discipline results in non-compliance. Certificates must show project name, value, scope, client and engineer names, and signatures of both engineer and client. Supporting documents include a signed Letter of Contract Award and the contract agreement pages showing scope of work. The employer may contact references to verify competence and experience.

The term contract covers construction, upgrade, refurbishment, remedial works, completion and commissioning of water and wastewater treatment plants, water and sewer pipelines, reservoirs and borehole development within the Eastern Cape for 36 months. Category 1 (All Civils) covers water or wastewater treatment works; medium pressure uPVC/mPVC/oPVC/GRP/welded steel pipelines DN160mm or above; water pump stations (excluding borehole pump stations) and/or sewer pump stations; reinforced concrete reservoirs 1ML or above. Category 2 (Borehole Development and Pipeline Reticulation) covers borehole drilling, testing, equipping, reticulation, pump stations and associated civil and M&E works; secondary bulk and reticulation pipelines DN25mm–DN160mm; reinforced storage reservoirs (200kl to 1ML) or steel elevated tanks. Pre-qualification is based on technical capability, track record (company experience) and CIDB grading. Sub-contracting, key personnel and pricing are evaluated after panel establishment when specific contracts are issued. Each RFP will include site-specific scope of works, bill of quantities or schedule of rates, completion timelines, special conditions, technical specifications, key personnel and sub-contracting requirements. Key staff must be approved by the employer before site handover.

No pricing is required at the pre-qualification stage. Pricing will be evaluated when specific RFPs are issued, under the PPPFA on an 80/20 or 90/10 basis depending on the project threshold. The employer may carry out a risk analysis if a price is excessively low or high compared to the average of other bidders. The employer reserves the right not to award work to a panellist who currently has two active, uncompleted works orders or contracts under the panel.

CIDB registration: Bidders must be registered as 'Active' with the CIDB at closing and evaluation, with a grading of at least 5CE for Category 2 or 6CE for Category 1, and the grading must be within the required designation for the work. Joint ventures: every member must be CIDB-registered, the lead partner must have a grading not lower than one level below the required designation, and a signed JV agreement must be submitted. CSD registration: Bidders must be registered on the National Treasury Central Supplier Database and provide proof of registration. Tax clearance: Bidders must be in good standing with SARS; each party to a consortium or JV must submit a separate tax clearance PIN. Compensation Fund: Proof of registration and good standing with the Compensation Fund is required. B-BBEE: A valid B-BBEE certificate must be submitted. SBD 4 (Bidder's Disclosure) must be fully completed and signed. Bidders must not be listed on the National Treasury Register of Tender Defaulters. Bidders must not be advisors or consultants contracted with the employer, nor involved with the Bid Specification Committee. A completed Certificate of Authority for Partnerships/JVs/Consortia and a copy of the partnership/JV/consortium agreement are required.
