The department of public works & infrastructure requires professional structural engineering services for the repairs and renovation of the oliewenhuis art museum in bloemfontein, procured under quotation INFQ011/26AI (wcs 053744) from service providers nominated on its professional service supplier register. The appointed practice must operate under the full-time supervision of an ecsa-registered professional structural engineer or structural engineering technologist, and must confirm professional indemnity insurance at the contracted level. Evaluation follows method 2 — financial offer and preference — with functionality not applicable, yet the bid still undergoes a risk assessment in which an unacceptable rating on any single criterion, such as ten-year comparable project experience or financial viability, disqualifies the whole quotation. Bids close at 11:00 on 27 october 2026 and must be delivered on paper, with NO clarification meeting held.
Closing and submission — Quotations close on 27 October 2026 at 11:00 and are valid for 84 days thereafter. Paper originals only, delivered to Room 121, CGO Building, 256 Madiba Street, Pretoria (postal: Private Bag X65, Pretoria 0001); telephonic, facsimile, electronic and late quotations are rejected, every page must be initialled by the authorised signatory, and correction fluid is prohibited.
No briefing session — No tender clarification meeting will be held for this quotation, so all queries go to the departmental project manager, Mr Chipane Maphutha, on 012 406 1528 or 082 884 2009.
Eligibility and ECSA registration — The bidder must be a structural engineering business under the full-time supervision of a registered professional structural engineer or structural engineering technologist (a multidisciplinary practice must place its structural division under such supervision; ECSA requires supervision, not ownership). ECSA registration as a Professional Engineer or Professional Technologist in the Civil/Structural field, with registration numbers, plus certificates, qualifications, CVs and IDs for all registered principals and key personnel, must be attached; the Employer may verify registrations and a lapsed registration makes the bid non-responsive.
Risk assessment can disqualify — DPW-09 (PSB) is compulsory and its omission makes the bid non-responsive. Each risk criterion carries equal weight and is judged individually, and an unacceptable rating on any one of them — ten-year comparable project experience, contractual performance and quality on comparable projects, suitably qualified and experienced key personnel, professional indemnity insurance, or financial viability — disqualifies the entire bid.
Professional indemnity insurance — Cover at the level specified in Contract Data clause 5.4.1 must be confirmed in C1.2.3; unconfirmed professional indemnity insurance renders the quotation unacceptable.
Returnable documents — C1.1 Form of Offer and Acceptance, the applicable C2.2.2 or C2.2.3 Activity Schedule, DPW-09 (PSB), DPW-21 (PSB), DPW-16.1 (PSB), PA-11, PA-16.1 (PSB), PA-40, PA-16, a PA-15.1/15.2/15.3 signatory resolution, proof of CSD registration with the supplier number entered on the Form of Offer, and a consolidated SANAS-accredited B-BBEE certificate for trusts, consortia and joint ventures. Requested clarification or documentation not supplied within 7 calendar days disqualifies the bid.
Preference points — Awarded separately from price under Method 2, with functionality not assessed: up to 20 points on contracts not exceeding R50 million (10 for at least 51% black ownership, 4 for at least 51% black women ownership, 2 for black people with disability, 2 for black youth, 2 for premises in the relevant municipality, district, metro or province) and 10 points above R50 million. Claims need a SANAS-accredited B-BBEE certificate or sworn affidavit, and for locality an official municipal rates statement, account, lease or PTO in the bidder's name.
