Mandatory certifications: proof of certification/accreditation from recognised networking and security technology vendors (e.g., Cisco, Fortinet, Aruba (HPE), Huawei, VMware, Microsoft, Palo Alto Networks, Juniper Networks) applicable to the proposed solution; failure to submit proof will result in disqualification.
Functionality evaluation: bidders must score a minimum of 80 points to proceed to price and specific goals evaluation; functionality is weighted across technical proposal (15), SD-WAN architecture (20), experience and references (30), personnel competencies (15), support and SLA capability (10), and lead time (10).
Experience: bidders must provide a minimum of five (5) contactable client reference letters on client letterhead, signed and dated within the last five years, covering SD-WAN solutions including wide area connectivity, APN deployment, voice/unified communications, and data centre collocation.
Personnel: provide CVs and qualifications for a Project Manager with at least five years' experience, at least two certified SD-WAN engineers with at least three years' experience, and network specialists with at least three years' experience; higher experience levels earn more functionality points.
Contract period: 40 months, with implementation, configuration, testing, commissioning, and migration to be completed within a maximum of three (3) months from contract award or purchase order.
Pricing: submit a detailed pricing schedule with unit prices, VAT exclusive and inclusive amounts, total cost, maintenance/support costs, and optional add-ons; pricing must align with the scope of services.

disadvantaged.
1.2. The Culture, Arts, Tourism, Hospitality and Sport Sector Education and Training Authority
(CATHSSETA) was established through the SDA to research and establish a nationally
recognised Sector Skills Plan (SSP) supported by skills development programmes serving the
interest of the following sectors:
1.2.1 Arts, Culture and Heritage;
1.2.2 Conservation;
1.2.3 Gaming and Lotteries;
1.2.4 Hospitality;
1.2.5 Sport, Recreation and Fitness; and
1.2.6 Tourism and Travel Services.
1.3. These sectors are diverse and unique, and they play a significant role not only in the economy
but also in the broader quest for social cohesion and formulation of a unique South African

2.1. The purpose of this Request for Bid (RFB) is to appoint a qualified service provider to
design, implement, manage, and support a fully managed SD-WAN-based network
infrastructure solution for CATHSSETA. The contract duration is forty (40) months,
inclusive of implementation, support, and maintenance.
2.2. The solution must include:
2.2.1. SD-WAN connectivity across all sites.
2.2.2. Voice and Microsoft Teams integration.
2.2.3. APN mobile connectivity services.
2.2.4. Data centre co-location (Disaster Recovery site).

3.1. ICT environment overview
CATHSSETA currently operates:
3.1.1. Hyper-V, VMware, and Linux Red Hat KVM virtualised environment.

4.1. The appointed service provider will be required to deliver the following outputs and

4.11. Support and Maintenance

4.11.3. Hardware replacement and fault resolution; and
4.11.4. 24/7 support and escalation services.
4.12. Service Level Agreement (SLA)
4.12.1. Signed SLA governing:
4.12.1.1. Uptime commitments;
4.12.1.2. Response times;
4.12.1.3. Escalation procedures;
4.12.1.4. Penalty enforcement; and
4.12.1.5. Continuity and reporting obligations.
5.1. The prospective service provider must demonstrate the necessary technical expertise,
experience, capacity, and resources to successfully implement, manage, support, and
maintain the proposed SD-WAN, APN, voice, collocation, and associated network
infrastructure services for the duration of the contract.
5.2. Organisational Experience and Capability
The service provider must:
5.2.1. Demonstrate a proven track record in the design, implementation, and support of
enterprise SD-WAN solutions;
5.2.2. Have experience in managing multi-site Wide Area Network (WAN);
5.2.3. Environments across geographically dispersed locations;
5.2.4. Demonstrate experience in the provision of managed connectivity services;
5.2.5. APN services, voice services, and data centre collocation services;

5.2.6. Demonstrate experience in implementing secure network architectures, including
IPSec VPNs, Zero Trust Network Access (ZTNA), and Software-Defined Wide Area
Network (SD-WAN) technologies; and
5.2.7. Provide evidence of similar projects completed within the last five (5) years.
5.3. Technical Resources
The service provider must provide suitably qualified personnel for the implementation and
support of the solution, including:
5.3.1. Project Manager
A dedicated Project Manager with:
5.3.1.1. A minimum of five (5) years' experience managing enterprise ICT
infrastructure or telecommunications projects;
5.3.1.2. Proven experience in managing SD-WAN, network transformation, or
telecommunications implementations; and
5.3.1.3. Relevant project management certification(s) will be advantageous.
5.3.2. Network/SD-WAN Engineers
At least two (2) certified engineers with:
5.3.2.1. A minimum of three (3) years' experience in SD-WAN implementation
and support;
5.3.2.2. Experience in enterprise routing, switching, WAN optimisation, and
network security;
5.3.2.3. Experience in IPSec VPN implementation and troubleshooting; and
5.3.2.4. Experience in cloud connectivity and Microsoft 365 traffic optimisation.
5.3.3. Data Centre and Infrastructure Specialists
Personnel/Specialists with experience in:
5.3.4. Data centre collocation environments;
5.3.5. Enterprise switching and routing infrastructure;
5.3.6. Server deployment and infrastructure management; and
5.3.7. Disaster Recovery (DR) environments and business continuity planning.
5.4. Certifications and Accreditation (Mandatory)
The service provider should possess relevant industry certifications and accreditations
applicable to the proposed solution, which may include:
5.4.1. Cisco;
5.4.2. Fortinet;
5.4.3. Aruba (HPE);

5.4.5. VMware;
5.4.6. Microsoft;
5.4.7. Palo Alto Networks;
5.4.8. Juniper Networks; and
5.4.9. Other recognised networking and security technology vendors
Proof of certification and accreditation must be submitted where applicable. Failure to
submit proof of certification will result in disqualification.
5.5. Support and Maintenance Capability
The service provider must demonstrate the ability to provide:
5.5.1. 24 hours per day, 7 days per week support services;
5.5.2. Remote and on-site technical support;
5.5.3. Incident management and escalation procedures.
5.5.4. Proactive monitoring and performance management;
5.5.5. Firmware, software, and security updates; and
5.5.6. Capacity planning and optimisation services.
5.6. Skills Transfer and Knowledge Transfer
The service provider must:
5.6.1. Provide formal knowledge transfer to a minimum of three (3) CATHSSETA ICT
personnel;
5.6.2. Conduct administrator training on the implemented solution;
5.6.3. Provide operational and technical documentation; and
5.6.4. Ensure CATHSSETA ICT personnel are capable of accessing reports, dashboards,
and monitoring information independently.
5.7. References
The service provider must provide a minimum of five (5) contactable reference letters for
similar projects completed within the last five (5) years.
Reference letters must:
5.7.1. Be on the client's official letterhead;
5.7.2. Include project scope and services rendered;
5.7.3. Include the project completion date; and
5.7.4. Include the client's contact details for verification purposes.
5.8. Independence and Professional Conduct
The service provider and its personnel must:
5.8.1. Perform services professionally and objectively;
5.8.2. Maintain confidentiality of all CATHSSETA information;
5.8.3. Comply with all applicable legislation, regulations, and industry standards; and
5.8.4. Avoid conflicts of interest that may compromise service delivery or decision-making.

6.1. Contract Period
The successful service provider shall be appointed for a period of forty (40) months,
commencing from the contract commencement date as approved by CATHSSETA.
6.2. The service provider shall be required to complete the implementation, configuration,
testing, commissioning, and migration of all services within a maximum period of three (3)
months from the date of contract award or receipt of the official purchase order, whichever
occurs first.
Implementation activities shall include, but not be limited to:
6.2.1. SD-WAN deployment and configuration;
6.2.2. Internet connectivity provisioning;
6.2.3. APN deployment and integration;
6.2.4. Microsoft Teams voice services implementation;
6.2.5. SIP trunk provisioning and configuration;
6.2.6. Collocation infrastructure deployment;
6.2.7. Server and switch installation and configuration;
6.2.8. IPSec tunnel establishment;
6.2.9. User acceptance testing (UAT);
6.2.10. Knowledge transfer and administrator training; and
6.2.11. Submission of as-built documentation.
6.3. Operational Support and Maintenance
Following successful implementation and acceptance, the service provider shall provide:
6.3.1. Proactive monitoring services;
6.3.2. Preventative maintenance;
6.3.3. Corrective maintenance;
6.3.4. Firmware and software updates;
6.3.5. Security updates and patch management;
6.3.6. Hardware replacement services;
6.3.7. Technical support and incident management; and
6.3.8. Monthly reporting and service reviews.
6.4. Service Availability
The service provider shall ensure that all contracted services remain fully operational and
available throughout the contract period in accordance with the agreed Service Level
Agreement (SLA).

6.5. Contract Extension
CATHSSETA reserves the right, subject to applicable legislation, organisational policies,
budget availability, and mutual agreement between the parties, to negotiate an extension of
the contract period where such extension is deemed necessary and beneficial to the
organisation.
6.6. Exit Management and Transition
Upon expiry or termination of the contract, the service provider shall:
6.6.1. Provide all relevant configurations, documentation, reports, and records relating to
the services rendered;
6.6.2. Cooperate with CATHSSETA and any incoming service provider to ensure a
smooth transition of services;
6.6.3. Maintain reasonable support during the transition period to minimise operational
disruption; and
6.6.4. Ensure that no service interruption occurs as a result of the transition process.
6.7. Continuity of Access
Throughout the contract period and during any transition period, CATHSSETA shall retain:
6.7.1. Full administrative access to collocation infrastructure under its control;
6.7.2. Read-only access to SD-WAN infrastructure and reporting platforms;
6.7.3. Access to performance reports, dashboards, logs, and historical service data; and
6.7.4. Access to all documentation produced during the contract period.
