The castle control board requires a suitably qualified legal practitioner or law firm based within the cape town metropolitan area to provide legal advice and representation in defending an ex parte application for a mandament van spolie. The appointed service provider will assess the legal and factual merits, prepare and file court documents, represent the ccb in court proceedings, and manage the litigation until finalisation, including a closure report. The contract is once-off, and the evaluation follows an 80/20 preference point system with a two-stage gate process. The most consequential consideration is that all pre-qualification documents must be submitted and signed by the closing deadline, as any missing document leads to disqualification.
Closing: 09 November 2026 at 10:00, hard copy only, sealed envelope marked CCB2026/10/01, tender box at Castle of Good Hope reception (submission times 09h30–16h00).
No briefing session; bid validity 90 days from closing.
Mandatory pre-qualification documents (all must be submitted, completed and signed; any missing document disqualifies): SBD 1, Tax Clearance Certificate, Pricing Schedule with detailed quotation, SBD 4, SBD 6.1, SBD 8, SBD 9, CSD report, company registration certificate, B-BBEE certificate or sworn affidavit, three reference letters, proof of banking details, Legal Practice Council registration or certificate of good standing, practising certificates, CVs of attorneys/advocates, professional indemnity/insurance, list of legal matters handled in the last 36 months, and completed checklist.
Must be registered on CSD and tax compliant for the entire contract term; tax status verified via CSD.
Must be based within the Cape Town Metropolitan Area (preference given).
Pricing: complete the supplied Pricing Schedule and submit a separate comprehensive list of all possible costs; failure to price all listed products results in disqualification. Offer valid 90 days.
Evaluation: Gate 0 (pass/fail pre-qualification) then Gate 1 – 80/20 preference point system (price max 80 points, specific goals max 20 points). Specific goals points: HDIs up to 8, women up to 4, youth up to 4, people with disabilities up to 2, RDP/SMME promotion 2.
Only the named contacts may be approached: Deidre Hartzenberg ([email protected]) for bidding procedures and Derek Williams ([email protected]) for technical enquiries; all communication in writing.
