The 80/20 preference point system applies. Points are allocated: Price 80, Specific Goals 20. The price points formula is Ps = 80(1 - (Pt - Pmin)/Pmin) for the 80/20 system. For disposal or leasing of state assets, the formula is Ps = 80(1 + (Pt - Pmax)/Pmax). Bidders must complete SBD 6.1 (Preference Points Claim Form) to claim specific goal points; failure to submit proof or documentation means no preference points are claimed. The organ of state may require substantiation of any preference claim at any time.

The offer must be valid for 120 days from the closing date. The contract term is 5 years, with escalation: Year 1 at 0%, Years 2-5 at 6.5% each, and VAT at 15%.

The Capacity of the Tenderer form requires bidders to provide particulars of work capacity, including numbers of skilled and unskilled employees, machinery, plant, and workshops. Bidders must also list current and previous projects relating to office space, including project details, contact persons, contract amounts, and dates.

Pricing must be quoted in RSA currency including all applicable taxes. Only firm prices are accepted. The schedule includes items for offices, ablutions, kitchens, circulation space (at least 30% of items 1-4), covered and open parking bays. Total cost per month (including VAT) is multiplied by 12 months for annual cost. Bidders must calculate the total bid price over 5 years with escalation: Year 1 at 0%, Years 2-5 at 6.5% each, and VAT at 15%. The offer must be valid for 120 days from the closing date.

The pricing schedule (SBD 3.1) requires a price breakdown per item, total cost per month, add 15% VAT, total cost per month including VAT, multiplied by 12 months for annual cost, and a 5-year total bid price calculation. Escalation: CPI will be used, with Year 1 at 0% and Years 2-5 at 6.5% each. The offer must be valid for 120 days from the closing date.

Bidders must be tax compliant. Provide a SARS Tax Compliance Status (TCS) PIN or a Central Supplier Database (CSD) number. If a joint venture or consortium is involved, each party must submit a separate TCS certificate/PIN/CSD number. Bids from persons in the service of the state, companies with directors who are state employees, or close corporations with members who are state employees will not be considered. Bidders must complete SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim Form). A Compulsory Briefing Session Certificate signed by the department is required. A valid Electrical Certificate of Compliance and a valid Zoning Certificate of the building (if applicable) must be submitted. Bidders must grant permission for due diligence investigation. The Certificate of Fronting Practices declares understanding and acceptance that fronting practices may be reported to the DTI and B-BBEE commissioner.

The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract. The successful bidder must sign a written contract form (SBD 7). For joint ventures or consortia, each party accepts joint and several liability for the due fulfilment of the contract obligations. A party intending to terminate a consortium/joint venture agreement must give the Department 30 days written notice, and parties remain jointly and severally liable. No party may cede rights or assign obligations without prior written consent of the other parties and the Department.
