TRANSNET pipelines requires civil and structural maintenance services at multiple operational depots in its central region, delivered on an as-and-when basis under an nec3 term service contract for five years. The work covers demolition and replacement of damaged concrete slabs and worn sealants in petroleum manifold bunded areas, replacement of eroded stone or aggregate surfaces in high-voltage yards, repair of buried potable water pipes, and roof leak repairs with waterproofing membrane or metal sheet replacement. Bidders must attend the compulsory clarification meeting on 10 november 2026, hold CIDB 4GB/4CE or higher and field professionally registered key personnel, because functionality below 60 of 100 removes a bid from further evaluation. The decisive risk is that the compulsory briefing, the key-personnel registration certificates and the CIDB grading are pass/fail gates applied before price is considered.
Closing and submission — 20 November 2026 at 16:00, electronic upload only via the Transnet e-Tender Submission Portal (30 MB per file, multiple uploads allowed); late, emailed, faxed or telephoned bids are rejected.
Compulsory briefing — 10 November 2026 at 12:00 at Alroad Operations, 35 Garfield Street, Alberton; an authorised representative must attend and have returnable schedule T2.2-02 signed by the Employer's representative, and non-attendance disqualifies the bidder. Fire-retarded PPE (safety shoes, goggles, long-sleeved shirts, high-visibility vests, hard hats) and an identity document are required for the site walk.
CIDB grading — 4GB/4CE or higher, or capable of being so registered before evaluation; for joint ventures every member must be CIDB registered, the lead partner graded no lower than one level below the required class, and a certified signed JV agreement submitted.
Key personnel — a Construction Manager registered with SACPCMP as Pr CPM, a Construction Health and Safety Officer registered with SACPCMP as CHSO, and a Plumber registered with PIRB as a Cold Water Technical Operator Practitioner must be named with valid certificate copies; missing proof disqualifies.
Functionality threshold — minimum 60 of 100, scored independently by at least three evaluators: Construction Manager experience 20 points, CHSO experience 20, Plumber experience 10, company project experience 25 and method statement 25. Bids below 60 are disqualified.
Project experience evidence — Earthworks, Building Maintenance or Concrete projects of at least R2 million each; 9 or more earns the full 25 points, and each entry needs completion certificates, practical completion certificates or client reference letters (purchase orders are not accepted). Projects completed a year or more ago are adjusted at 5% inflation per annum.
Preference and compliance pack — 80/20 preference applies where responsive bids total R50 million or less inclusive of taxes, otherwise 90/10; a valid SANAS-accredited B-BBEE certificate or a sworn affidavit for EMEs and QSEs with 51% or more black ownership is required, and no verification scores zero points. Also submit SARS tax clearance with a TCS PIN, CSD registration details, a Workmen's Compensation Letter of Good Standing, three years of audited financial statements and the intent to provide a performance guarantee.
