TRANSNET pipelines requires civil and structural maintenance services across multiple operational depots in its north region, delivered on an as-and-when basis under an nec3 term service contract for five years. The work covers demolition and replacement of damaged concrete slabs and worn sealants in petroleum manifold bunded areas, replacement of eroded stone or aggregate surfaces in a high-voltage yard, repair or replacement of buried potable water pipes under tar roads, and roof leak repairs with waterproofing membrane or metal sheet replacement. Bidders must attend a compulsory clarification meeting and site visit at tarlton on 11 november 2026, hold CIDB grade 3GB/3CE or higher, and field professionally registered key personnel. The decisive hurdle is functionality: bids scoring below 60 out of 100 are disqualified before price and preference points are considered.
Closing and submission: 20 November 2026 at 16:00, electronic upload only via the Transnet e-Tender Submission Portal (https://esupplierportal.transnet.net/portal/, Google Chrome); maximum 30 MB per upload, multiple uploads allowed; late, emailed, faxed or telephonic bids are rejected.
Compulsory briefing and site visit: 11 November 2026 at 10:00 at Tarlton, corner Rustenburg/Ventersdorp Road (R24/N14), running about one hour; an authorised representative must attend and have returnable schedule T2.2-02 signed by the Employer's Representative — non-attendance disqualifies. Fire-retardant PPE (safety shoes, goggles, long-sleeve shirts, high-visibility vests, hard hats) is required for the site walk, and identity documents are checked at the gate.
CIDB grading: registration at 3GB/3CE or higher, or capability of registration before evaluation; for joint ventures every member must be CIDB-registered, the lead partner may be no more than one level below the required class, the combined grading must meet 3GB/3CE, and a certified signed JV agreement must be submitted.
Key personnel registrations: a Construction Manager registered with SACPCMP as a Professional Construction Manager, a Construction Health and Safety Officer registered with SACPCMP as a CHSO, and a Plumber registered with the Plumbing Industry Registration Board as a Cold-Water Technical Operator Practitioner; valid certificates are mandatory and missing certificates disqualify the bid.
Functionality threshold: minimum 60 of 100, scored on Construction Manager experience (20), Health and Safety Officer experience (20), Plumber experience (10), company project experience (25) and method statement (25); scores below 60 are disqualified and removed from further evaluation.
Company project experience: completed earthworks, building maintenance or concrete projects each with a minimum value of R2 million; 9 or more projects earns full marks, fewer than 3 earns 20%; completion certificates, practical completion certificates or reference letters are required and purchase orders are not accepted; projects completed a year or more ago are adjusted at 5% inflation per annum.
Preference points and statutory documents: the 80/20 system applies where responsive tenders are valued at R50 million or less including taxes, and no B-BBEE certificate or sworn EME/QSE affidavit means zero preference points; bidders must also submit CSD registration with supplier number and unique registration reference, a valid SARS Tax Clearance Certificate plus TCS PIN, a Workmen's Compensation Fund Letter of Good Standing, three years of audited financial statements, contractor's insurance and a Form of Intent to provide a Performance Guarantee.
