Umlalazi municipality requires a psira- and sasseta/qcto-registered training provider to deliver full basic security training to 56 young people over a six-month contract, covering psira grades e, d and c at the provider's own accredited venue in eshowe cbd. The provider must supply at least four qualified facilitators and assessors, all psira-aligned learning material, written assessments with three re-write opportunities, psira registration for learners, and a close-out report with registers, identity copies, results and certificates. Bids are screened on eligibility and returnable documents, then scored on functionality out of 65 and price under the 80/20 preference system, with up to 20 preference points for b-bbee level, locality and black ownership. The decisive risk is that only bidders who attend the compulsory briefing on 03 november 2026 at 10:00 may bid, and the sealed bid must be hand-delivered to the eshowe tender box by 12:00 on 11 november 2026 with an original valid tax clearance certificate and every returnable page signed.
Compulsory briefing: 03 November 2026 at 10:00 at KV Challenor Street, Eshowe. A maximum of 15 minutes' lateness is allowed, after which participation is refused; the signed certificate of attendance is a compulsory returnable document.
Closing and submission: hand delivery only, sealed and endorsed with the tender number and description, into the Tender Box at the Municipal Buildings, KV Challenor Street (Industrial Area), Eshowe, by 12:00 on 11 November 2026. Emailed, faxed, telegraphic, late, computer-edited or altered bids are rejected.
Eligibility: registration with PSIRA and with SASSETA or QCTO, evidenced by certified copies of both certificates. Unregistered providers cannot bid.
Evaluation: functionality scored out of 65 (bidder's previous experience 15, key personnel 30, methodology 20), then price on the 80/20 system with up to 20 preference points (B-BBEE Level 1 = 10, Level 2 = 6, Level 3 and below = 2; locality and black-ownership goals add further points).
Statutory documents: original valid tax clearance certificate valid on the closing date (certified copies are not accepted), CSD registration, rates and municipal services clearance certificate, Workmen's Compensation registration, company/CC/trust/partnership registration with certified identity copies of all directors, owners, members and shareholders, and a Joint Venture Agreement plus Power of Attorney if bidding as a JV.
Capacity and staffing: minimum four facilitators, own accredited training premises in Eshowe, PSIRA company registration certificate and letter of good standing, and qualified, experienced personnel only. Key personnel and quality presented at bid stage must be maintained for the contract; no substitution without the municipality's written approval.
Contract and financial exposure: 10% performance security within 30 days of award, a 10% penalty on the current invoice amount for late delivery, payment only against a valid tax invoice with monthly reports and job cards within 30 days, 90-day bid validity, and a non-refundable R1000.00 tender document fee payable by EFT by 16:00 on 02 November 2026 (documents on sale 27 October to 02 November 2026).
