• Ensure all alterations to bid prices are initialled by the person signing the bid documents.
• Bids must be in Rand (ZAR), unless otherwise specified.
• Prices quoted must be firm and not subject to confirmation.
• After the closing date, only communicate with the General Manager Procurement.
• Unauthorised communication about bids between respondents and Foskor officials during the evaluation period may lead to disqualification.

CIDB grading of 3SF or higher is mandatory for pre-qualification. Applicants must be registered on the National Treasury Central Supplier Database (CSD) and have tax compliance. Joint ventures must submit agreements detailing business splits. Foreign bidders must have a South African representative with power of attorney.

• Scope: Three-year maintenance support service for fire detection and suppression systems on high-risk conveyors and lubrication rooms at the Crusher Department.
• Systems include stand-alone fire detection and suppression systems for conveyors at elevations up to 30m, in tunnels, and in lubrication rooms.
• Maintenance includes monthly inspections, testing of batteries, fire panels, manual call points, and system activation.
• Response to faults: Less than 1 hour after notification for refilling or repairs.
• On-site refilling capability required within 24 hours of activation.
• All maintenance personnel must be certified technicians registered to work on these systems.
• Compliance standards: SANS 10400 Part T, SANS 1475, SANS 543, SANS 1128-1, NFPA 11, NFPA 15, NFPA 18A, NFPA 70, NFPA 72.
• Service Level Agreement: 3-year duration, renewable yearly based on performance and business needs.
• The contractor must provide a competent project manager, site supervisor, quality control officer, safety officer, and project planner.

• Mandatory compliance with all applicable laws and regulations.
• Registration on the National Treasury Central Supplier Database (CSD) is required. Foreign suppliers without a local entity may be exempt.
• Tax compliance: Must be tax compliant with SARS and remain so for the contract duration.
• B-BBEE: Submit a valid B-BBEE certificate or sworn affidavit. Preference points awarded based on B-BBEE status.
• CIDB grading: For mechanical and civil works, CIDB grading of 3SF or higher is required. Provide certificate.
• Employment Equity Act compliance required, including Section 53.
• Submit valid Tax Clearance Certificate, COIDA certificate, and beneficial ownership certificate from CIPC.
• Foreign respondents must provide a Power of Attorney for their South African representative, complying with Rule 63 of the Uniform Rules of Court.
• Integrity Pact: Must sign and comply with Foskor's Supplier Integrity Pact, which includes anti-corruption commitments and gift restrictions.

• The evaluation methodology involves multiple stages: administrative responsiveness, substantive responsiveness, technical/functional threshold, and final weighted scoring.
• Technical/functionality has a minimum threshold that must be met.
• Final scoring: Price is weighted 80 points, B-BBEE scorecard is weighted 20 points.
• Price scoring uses a formula where the lowest acceptable price scores 80 points, and higher prices score proportionally lower.
• B-BBEE preference points are awarded based on the submitted B-BBEE Preference Points Claim Form.
• Foskor may conduct post-tender negotiations if prices are not market-related, negotiating sequentially with the highest-ranked bidders.
• Foskor reserves the right to evaluate stages in parallel, but passing a stage does not guarantee passing previous stages.
