The western cape mobility department requires accounting services for government motor transport (gmt) under a three-year term service agreement, rendered on an as-and-when-required basis against purchase orders. Award is on the 80/20 preference system: 80 points for price and up to 20 for b-bbee status level, with NO minimum qualifying score stated. Bidders must return the complete 86-page bid document with every returnable schedule completed, signed and priced by hand, and must be registered on the csd and tax compliant by the closing time of 11:00 on 13 november 2026. The biggest risk is outright rejection: late, faxed or emailed bids, incomplete or unsigned schedules, unpriced items and missing addenda all disqualify a submission.
Closing and delivery: bids close at 11:00 on 13 November 2026 and must be hand-delivered to the bid box at 27 Wale Street, Cape Town, or couriered to the GMT SCM Tender Office at the same address during office hours 08:00–15:00; faxed, emailed and late bids are rejected.
No compulsory briefing: no compulsory bid clarification meeting or site visit will be held, so no attendance requirement applies.
Complete submission: the full document, pages 1 to 86, must be returned with all returnable schedules (A1–A4, B1–B2, C1–C2, D1) completed, signed and priced; a schedule left blank is treated as an omission, and any schedule that does not apply must be marked "Not Applicable".
Registration and tax: bidders must be registered on the Central Supplier Database by the closing date and be tax compliant, shown by online CSD verification or a SARS-approved arrangement, with a printed Tax Compliance Status result summary page attached; the appointed supplier must later register on the WCSEB.
B-BBEE evidence: preference is scored 80/20, with up to 20 points for B-BBEE level (Level 1 = 20 points down to Level 8 = 2 points); a SANAS-issued certificate or a sworn affidavit matching the bidder's EME, QSE or large-enterprise status must accompany the bid, and no proof means 0 preference points rather than disqualification.
Pricing format: rates and prices must be physically written into the Price Schedule, every item must be priced, and electronic spreadsheet printouts or substitutes are not accepted; erasing or masking fluid is prohibited and corrections must be struck through, rewritten and initialled, failing which the bid is rejected.
Validity and queries: the offer is valid for 3 months to 15 February 2027, written queries close 10 calendar days before bid closing with the Purchaser replying on eTender within 5 calendar days before closing, and all addenda must be included in the submission or the bid is rejected.
