This request for quotation (RFQ) seeks a service provider to develop and deliver e-learning training for environmental health practitioners over a three-year period. physical training interventions be required, the Garden Route District Municipality will

The Garden Route District Municipality (GRDM) invites suitably qualified, experienced, and
accredited training providers to submit proposals for the provision of an online Continuing
Professional Development (CPD) training platform and related training services for
Environmental Health Practitioners (EHPs) over a period of three (3) years.
The Municipality seeks to appoint a service provider capable of delivering accredited online
learning programmes that support Environmental Health Practitioners in maintaining their
professional registration and enhancing their professional competencies in accordance with
industry requirements and applicable legislation.
The objective of this appointment is to provide Environmental Health Practitioners with
access to accredited online CPD learning opportunities that will:
Enable EHPs to maintain professional registration requirements.
Enhance professional knowledge and technical competencies.
Provide flexible access to learning through an online platform.
Improve service delivery within Environmental Health Services.
Provide recognised certificates upon successful completion of courses.
The successful bidder shall provide an accredited eLearning platform and associated
learner support services for Environmental Health Practitioners.
The service provider shall:

10.1 Confidentiality and data protection
10.1.1 Confidentiality
The successful bidder shall treat all information obtained during the execution of this contract
as confidential and shall not disclose such information to any third party without the prior
written consent of the Garden Route District Municipality (GRDM), unless disclosure is required
by law.
The service provider shall:
Maintain strict confidentiality regarding all municipal information, records, reports, and
learner information.
Ensure that all employees, consultants, subcontractors, and agents involved in the
delivery of the services are bound by confidentiality obligations.
Use information obtained through the contract solely for the purpose of delivering the
services contemplated in these Terms of Reference.
Not reproduce, distribute, publish, or otherwise disclose any information relating to the
Municipality without prior written approval.
Implement appropriate measures to prevent unauthorised access, use, alteration, loss,
or disclosure of confidential information.

The confidentiality obligations shall remain in force during the contract period and after the
termination or expiry of the contract.
10.1.2 Protection of Personal Information (POPIA)
The successful bidder shall comply fully with the requirements of the Protection of Personal
Information Act, 2013 (Act No. ) (POPIA) and all other applicable legislation
relating to data protection and privacy.
The service provider shall:
Process personal information only for purposes directly related to the delivery of
training services.
Collect, store, and process personal information lawfully and securely.
Protect personal information against loss, unauthorised access, unlawful disclosure,
alteration, destruction, or misuse.
Ensure that personal information is accessed only by authorised personnel.
Maintain suitable technical and organisational security measures to safeguard all
learner and municipal information.
Notify the Municipality immediately of any actual or suspected data breach, security
incident, or unauthorised disclosure of information.
Retain personal information only for the period necessary to fulfil contractual and legal
obligations.
Not transfer personal information to third parties without the prior written consent of
the Municipality, except where required by law.
Provide proof of data security controls and processes upon request by the
Municipality.
10.1.3 Ownership of Data
All learner records, assessment results, training reports, attendance records, certificates
issued, and any information generated during the execution of the contract shall remain the
property of the Garden Route District Municipality.
Upon termination or expiry of the contract, the service provider shall:
Submit all municipal data and records to the Municipality in an agreed electronic
format;

Delete or destroy municipal information in its possession, where legally permissible;
Provide written confirmation that all municipal information has been securely
removed from its systems, except where retention is required by law.
10.1.4 Information Security Requirements
The online learning platform must:
Use secure user authentication and password controls.
Restrict access to authorised users only.
Maintain audit trails and activity logs where applicable.
Use industry-standard encryption protocols for the transmission and storage of sensitive
information.
Provide secure data backup and disaster recovery measures.
Ensure secure hosting environments and protection against cyber threats.
Failure to comply with confidentiality and data protection requirements may constitute a
material breach of contract. It may result in the termination of the agreement and any other
remedies available to the Municipality.
