Submission method: deposit the completed bid document, clearly marked with the bid number and description, into the tender box at the reception area of the uMzinyathi District Municipality Offices, 39 Victoria Street, Princess Magogo Building, Dundee, 3000, before 12:00 on 01 October 2026. Bids are opened publicly at that time.

• Telegraphic, faxed, emailed or courier-hand-delivered bids are not accepted; courier deliveries must be placed in the tender box, not handed to staff.
• Bids must be submitted on the official municipal bidding document (not re-typed) and on company letterhead.
• Every page of the bid document must be initialled.
• The bid must be signed by a person with authority to sign; bids signed without authority are disqualified.

Evaluation follows the 80/20 preferential point system (for requirements up to R50 million).

The municipality requires the hiring of a 150-seater marquee and furniture for the 2026 Mayoral Cup.

• 4 x 3-seater couches (preferably light colours)
• 4 x 2-seater couches (preferably light colours)

Marquee to be erected on 02 October 2026.

Variation orders: the contractor may be instructed to deliver goods or render services where the estimated change does not exceed 15% of the original contract value. For measurable quantities, the contractor may be asked to reduce unit prices, provided there is no price escalation.

The municipality invites offers from suitably qualified and experienced service providers. No specific years of experience or reference projects are stated in the document.

Goods and services must conform to the standards in the bidding documents. The purchaser may inspect, test or analyse goods at any time; non-compliant goods may be rejected and must be replaced at the supplier's cost. Pre-bidding testing costs are for the bidder's account.

Pricing is submitted on MBD 3.1 (Pricing Schedule – Firm Prices). Prices must be firm, inclusive of VAT and all disbursements, and valid for at least 90 days. All delivery costs must be included. The schedule requires sub-total, VAT (15%), and total. Specific goals for preference points include 100% black-owned enterprises (10 points) and locality (within district 10, within province 5, outside province 2).

Pricing must be submitted on MBD 3.1 (Pricing Schedule – Firm Prices), stamped and signed.

• Prices must be firm and inclusive of VAT and all disbursements.
• Prices must be valid for at least 90 days from the date of the offer.
• All delivery costs must be included in the bid price.
• Payment will be made within 30 days of submission of a valid invoice, in Rand.
• No contract will be concluded with a bidder whose tax matters are not in order (SARS must certify tax compliance) or whose municipal rates and services charges are in arrears.
• Performance security may be required within 30 days of contract award, as specified in the Special Conditions of Contract.

CSD registration: bidders must be registered on the Central Supplier Database and submit a full CSD report.

Tax compliance: bidders must provide a valid SARS Tax Compliance Status PIN or CSD number; a printed TCS certificate may be attached. Foreign suppliers must complete the pre-award questionnaire.

Municipal account: bidders and each director must not owe municipal rates and services for more than 90 days; provide a recent municipal account or acceptable alternative (affidavit or lease agreement).

Company registration: proof of CIPC registration, or ID if sole proprietor.

Identity: original certified copy of the owner's identity document (not older than six months).

State service: no bids will be considered from persons in the service of the state; bidders must declare any relationship with state employees.

Non-collusion: a non-collusion affidavit must be executed and submitted.

B-BBEE: preference points are claimed via MBD 6.1; specific goals include 100% black-owned enterprises and locality.

The contract is governed by the General Conditions of Contract (GCC) and any Special Conditions of Contract. Key terms include:

• Performance security may be required within 30 days of contract award, in the form of a bank guarantee, irrevocable letter of credit, or cashier's/certified cheque.
• Payment is due within 30 days of a valid invoice.
• Prices are firm and may not vary except for authorised adjustments.
• Variation orders up to 15% of the original contract value may be instructed.
• Delays in performance may incur penalties calculated at the prime interest rate per day of delay.
• The contract may be terminated for default, insolvency, or corrupt/fraudulent practices; termination for default may lead to a restriction from doing business with the public sector for up to 10 years.
• Disputes are first resolved by mutual consultation, then mediation, then South African courts.
• The supplier must not assign or transfer the contract without written consent.
• The supplier must indemnify the purchaser against third-party patent/trademark claims.
• The contract is written in English and governed by South African law.
