Submission is electronic only, via the Transnet e-Tender Submission Portal (https://transnetetenders.azurewebsites.net). Bidders must register a company profile, log intent to bid, and upload bid documents against the tender. Uploads are limited to 30 MB each; multiple uploads are permitted. Bids must be submitted at least a day before closing to avoid technical issues; Transnet accepts no liability for late submissions due to internet or upload problems. No company may submit on behalf of another, except a joint venture may use any member's registered profile. Telephonic, telegraphic, facsimile, or e-mailed offers are not accepted. Late tenders will not be accepted. Bids must be in English. Each submission must include the tender number and description. Returnable documents include: T2.2-01 Certificate of Attendance (signed at the compulsory briefing), T2.2-17 Breach of Law declaration, completed returnable schedules, and all forms listed in Section T2.1. Bids must not contain documents relating to any other tender. Bidders must not alter tender documents except to correct errors, and all alterations must be initialled.

Evaluation is in stages. Stage One: attendance at the compulsory clarification meeting. Stage Two: CIDB registration (1 CE or higher). Stage Three: submission of ECSA certificate for a Professional Engineer or Technologist. Stage Four: functionality, with a minimum qualifying score of 70 points. Functionality criteria and weights: Previous client reference letters (25 points) – five letters = 100, four = 80, three = 60, two = 40, one = 20, none = 0. Engineer's certificate and experience (25 points) – ECSA-registered Professional Engineer with NQF Level 7 qualification; 5+ years = 100, 4.5–5 = 80, 4–4.5 = 60, 3.5–4 = 40, 3–3.5 = 20, less than 3 years = 0. Electrician's certificate and experience (25 points) – trade red seal certificate (NQF Level 4) with 5+ years = 100, 4.5–5 = 80, 4–4.5 = 60, 3.5–4 = 40, 3–3.5 = 20, less than 3 years = 0. Plumber's certificate and experience (25 points) – trade red seal certificate (NQF Level 4) with 5+ years = 100, 4.5–5 = 80, 4–4.5 = 60, 3.5–4 = 40, 3–3.5 = 20, less than 3 years = 0. Only tenders achieving the minimum functionality score are evaluated further under the 80/20 preference points system (80 points for price, 20 for B-BBEE). Bidders who do not submit a B-BBEE certificate or affidavit score zero for preference. Transnet may conduct a due diligence on the preferred bidder and may award to the highest scoring tenderer unless objective criteria justify otherwise.

The works comprise the once-off installation of borehole piping at the Port of Port Elizabeth. The contract is an NEC3 Engineering and Construction Contract. The scope of work is defined in the Works Information (C3.1) and Site Information (C4.1). Bidders must provide a Professional Engineer or Technologist registered with ECSA, an Electrician with a trade red seal certificate, and a Plumber with a trade red seal certificate, each with a minimum of three years' experience. No alternative tender offers will be considered.

Pricing must be submitted in the Bill of Quantities / Activity Schedule as per the Pricing Instructions (C2.1). Rates and prices must be fixed for the contract duration, inclusive of all duties, taxes (except VAT), and levies applicable 14 days before closing. VAT must be shown separately. Prices are to be stated in Rand. The tender offer must remain valid for 12 weeks after the closing date; bidders may be asked to extend validity. Transnet may request audited financial statements for due diligence. Transnet is not obliged to accept the lowest price and may go to the open market if quoted rates are unreasonable.

Bidders must be registered on the Central Supplier Database (CSD) and provide proof of registration. A valid Tax Clearance Certificate from SARS and a TCS PIN must be submitted. Bidders must be registered with the CIDB in a contractor grading designation of 1 CE or higher (or be capable of being so prior to evaluation). Joint ventures are eligible if every member is CIDB-registered, the lead partner has a grading not lower than one level below the required class, and the combined grading meets the requirement; a certified copy of the signed JV agreement must be provided. Bidders must submit a valid B-BBEE certificate from a SANAS-accredited verification agency, or a sworn affidavit for EMEs/QSEs with 51% or more black ownership. Bidders must not be listed on the Register of Tender Defaulters. Bidders must complete the Compulsory Enterprise Questionnaire and declare any conflicts of interest. Bidders must not have been convicted of a serious breach of law in the preceding 5 years (declare on T2.2-17). Bidders must submit the required returnable documents as listed in Section T2.1.
