Electrician's certificate and experience (25 points) – trade red seal certificate (NQF Level 4) with 5+ years = 100, 4.5–5 = 80, 4–4.5 = 60, 3.5–4 = 40, 3–3.5 = 20, less than 3 years = 0. Plumber's certificate and experience (25 points) – trade red seal certificate (NQF Level 4) with 5+ years = 100, 4.5–5 = 80, 4–4.5 = 60, 3.5–4 = 40, 3–3.5 = 20, less than 3 years = 0. Only tenders achieving the minimum functionality score are evaluated further under the 80/20 preference points system (80 points for price, 20 for B-BBEE). Bidders must submit a valid B-BBEE certificate from a SANAS-accredited verification agency, or a sworn affidavit for EMEs/QSEs with 51% or more black ownership. Bidders must not be listed on the Register of Tender Defaulters. Bidders must complete the Compulsory Enterprise Questionnaire and declare any conflicts of interest. Bidders must not have been convicted of a serious breach of law in the preceding 5 years (declare on T2.2-17). Bidders must submit the required returnable documents as listed in Section T2.1.
