Submission address:

Submission method: sealed envelope, clearly marked with the tender number and description, deposited in the tender box at the Town House Complex (Main Building between Town Hall and Municipal Library), Plein Street, Stellenbosch. The tender box is accessible 24 hours a day. Bids must be submitted on the official tender document issued by Stellenbosch Municipality; bids not accompanied by a complete tender document will not be considered. Late, electronic, telephonic or faxed tenders will not be accepted. Bids must remain valid for 180 days after closing.

Returnable documents (all must be completed and signed):

• Certificate of Clarification/Virtual Meeting Attendance: confirms attendance at the compulsory virtual meeting.
• Authority to Sign a Bid: authorises the signatory; for companies/CCs, a certified copy of the resolution must be attached.
• MBD 4 (Declaration of Interest): discloses any connection to state employees or the municipality.
• MBD 6.1 (Preference Points Claim): claims B-BBEE and locality points; attach a valid B-BBEE certificate or original sworn affidavit (for EMEs/QSEs).
• MBD 8 (Declaration of Past Supply Chain Management Practices): declares any prior restrictions or irregularities.
• MBD 9 (Certificate of Independent Bid Determination): certifies no collusion or price disclosure.
• MBD 10 (Certificate of Payment of Municipal Accounts): declares all municipal account numbers in the Stellenbosch area; municipal accounts will be verified and used for preference scoring.
• OHSA form: completed and signed, with a valid Letter of Good Standing from the Compensation Commissioner.
• Form of Indemnity: completed and signed.
• Pricing Schedule: completed and signed.
• Form of Offer: completed and signed (if applicable).
• Declaration by Tenderer: completed and signed.

Disqualification risks:

• Failure to attend the compulsory virtual clarification meeting.
• Any required form omitted or unsigned.
• Submission after the closing time, in the wrong format, or not in the sealed envelope with the correct marking.

Evaluation is in terms of the General Conditions of Contract (GCC, JBCC, FIDIC or CIDB), the Supply Chain Management Policy, and the Stellenbosch Preferential Procurement Policy effective 16 January 2023. The 80/20 preferential points system applies:

• Price: 80 points
• B-BBEE status level of contribution: 10 points
• Locality (business offices within the Stellenbosch municipal area): 10 points
• Total: 100 points

Preference points are claimed via MBD 6.1. Bidders not claiming B-BBEE or locality points must indicate so on the form. The municipality does not bind itself to accept the lowest bid or any bid.

Scope: Installation of unique uniform structure number plates for informal settlements within the WC024 municipal area, for a period ending 30 June 2029. The work includes GPS-based mapping of the structures. Tender is rates-based. Full specifications are in Part B of the tender document.

Pricing: Rates-based tender; pricing schedule must be completed and signed.

Payment: Payments will be made within 30 days of submission of a valid invoice, statement or claim, in Rand.

Municipal debt: No contract will be concluded with a bidder whose municipal rates and taxes or service charges are in arrears. Bidders must declare all municipal account numbers in the Stellenbosch area for which they or their directors are responsible. If indebted, the bidder may be required to sign an agreement allowing deductions from payments until the debt is settled.

Tax: No contract will be concluded with a bidder whose tax matters are not in order; SARS must certify tax compliance before award.

CSD registration: Mandatory. Bidders must be registered on the Central Supplier Database (CSD) to conduct business with the municipality. Provide CSD number.

Tax compliance: Must be compliant. Provide a SARS Tax Compliance Status (TCS) PIN or CSD number. Foreign suppliers must complete the pre-award questionnaire in Part B:3.

B-BBEE: Preference points claimed via MBD 6.1. Proof of B-BBEE status level required: a valid B-BBEE certificate issued by a SANAS-accredited verification agency, or an original sworn affidavit (for EMEs/QSEs). A sworn affidavit must be an original, not a copy.

Locality: 10 points for locality; business address, lease agreement or sworn affidavit will be the basis for awarding these points.

OHSA: OHSA form must be completed and signed, with a valid Letter of Good Standing from the Compensation Commissioner.

Municipal accounts: MBD 10 must be completed with identity numbers, residential addresses and municipal account numbers of all members, partners, directors, etc.
