Scope: Review Iziko's Procurement/SCM Policy and SOPs, and provide public procurement and related finance policy training.

Phase 1 – Policy and SOP review:

• Complete within 5 working days of receiving documents from Iziko
• Assess alignment between Policy and SOPs, with legislation, Treasury Regulations, National Treasury Instructions, Practice Notes and Circulars
• Assess reflection of procurement thresholds, delegations, approval requirements, bid committee arrangements and internal controls
• Identify gaps, contradictions, duplication, and where Policy is not operationalised in SOPs or vice versa

Phase 1 deliverables:

• Marked-up Policy and SOPs with proposed amendments
• Clean proposed versions where amendments required
• Compliance and gap-analysis matrix
• Review memorandum on material matters
• Management close-out session

Phase 2 – Initial training:

• Three-day onsite training at Iziko sites, customised to approved Policy and SOPs
• Day 1: Administrative Assistants / Procurement and Requisitioning Officials – procurement initiation, requisitions, specifications, quotations, thresholds, record keeping, segregation of duties
• Day 2: Middle Managers, Senior Managers, Executives and Directors – bid committee responsibilities, delegations, expenditure approval, accountability, deviations, conflicts of interest, contract variations, governance
• Day 3: Supply Chain Management Officials – SCM framework, procurement planning, sourcing methods, bid administration, evaluation, contract management, reporting, compliance monitoring, audit readiness

Ongoing training (24-month contract period):

• As-and-when-required, maximum 10 sessions (not guaranteed)
• May include refresher training, new legislation training, new-entrant training, Finance Policy training, Travel and Subsistence Policy training, other Council-approved policies
• Subsequent training ordinarily online; onsite only with prior written approval
• Travel and disbursements require advance written approval

Phase 1 review methodology: comprehensive technical and operational review of Policy and SOPs, completed within 5 working days, assessing alignment, practicality, and identifying gaps or contradictions.

Replacement must have experience and capability meeting or exceeding original.

Pricing instructions:
