Evaluation follows a two-stage process. First, functionality is assessed against a minimum threshold of 70 points; bids failing this are disqualified. Functionality criteria (total 100 points): Company Portfolio demonstrating technical understanding and proficiency in fabrication (30 points); Company Portfolio demonstrating relevant fabrication experience (30 points); Completed Project List and Portfolio demonstrating skills, capacity and resources (20 points); Completed Project List, Portfolio and Reference Letters demonstrating reputation and track record (20 points). Bidders must submit a minimum of four verifiable reference letters from previous clients and a detailed CV of the proposed senior team member. After functionality, the 80/20 preference point system applies: 80 points for price and 20 points for specific goals (B-BBEE ownership). Specific goals: 50% or more black ownership = 20 points; less than 50% = 10 points; 0% = 0 points.

Scope: Fabrication and installation of display infrastructure for the Nelson Mandela Prison House Museum near Drakenstein Correctional Facility. Iziko provides dimensioned drawings and detailed installation instructions; the service provider must adhere to specifications and take direction from Iziko's curatorial and design team. Indoor displays: 30 base units for indoor glass display panels (Annexure A). Outdoor displays: 6 x 4mm Corten steel display panels, 1700(h) x 700(w) mm, with printed 3mm Alupanel sections (Annexure B); 15 x 4mm Corten steel 'Milestone' panels, 750(h) x 340(w) mm, with printed 3mm Alupanel sections (Annexure C); 5mm Corten steel laser cut silhouette of Nelson Mandela (Annexure D). Display cases: fabricated from 3mm Corten steel base and 6mm toughened laminated safety glass (Annexure E). Quantities: Option 1 (1050x1100x500mm) – two; Option 2 (1200x500x500mm) – one; Option 3 (1800x500x500mm) – one. Kitchen counter display case from 6mm toughened laminated safety glass (Annexure F). Duration: fabrication and supply within 10 weeks of appointment; delivery and installation in week 11. Intellectual property: all designs and interactive elements remain the sole property of Iziko; all assets must be delivered with documentation handover or directly after opening.

The service provider must demonstrate how they will execute the project within the required timeframe: fabrication of all indoor and outdoor display infrastructure within 10 weeks of appointment, followed by delivery and installation during week 11. The submission should include a proposed project plan, production schedule, resource allocation, and approach to managing fabrication, quality control, and installation. Iziko will provide dimensioned drawings and detailed installation instructions, and the service provider must take clear direction from Iziko's curatorial and design project team.

Bidders must submit a company profile with a detailed graphic designer profile. A minimum of four verifiable reference letters from previous clients is required. A detailed CV of the proposed senior team member is required. Relevant experience in bespoke fabrication, steelwork, display infrastructure, or similar is assessed. Experience working with museums, galleries, or exhibitions is advantageous but not mandatory.

Pricing must be provided on the detailed pricing schedule and on a formal quotation on company letterhead. The schedule includes procurement, fabrication, and installation items with quantities. All costs must be inclusive of VAT, disbursements, and escalations. No variation after award is allowed. Payment is based on deliverables received, approved by the project manager. The lowest or only quotation will not necessarily be accepted. Iziko and its Council reserve the right to accept or reject any quotation and to withdraw the decision to seek these services at any time. Bids that are not filled in correctly or completely, do not comply with the specification, are received after the closing date and time, or are from suppliers not registered on the CSD or with non-compliant tax status may be disqualified.
