The applicable preference point system is the 80/20 system (for requirements up to R50 million). Points are awarded for Price (80 points), Specific Goals (10 points), and B-BBEE (10 points), totalling 100 points. Specific goals include: Garden Route area (10 points), Western Cape area (5 points), Outside Western Cape (0 points).

Supply of VR Desktop and Robotics Virtual Reality Software Services for the 4IR Building, Mossel Bay Campus, South Cape TVET College. Deliverables include: (1) VR All-in-One (AIO) Desktop 27" HD stereoscopic display complete with 1 pair of tracking glasses, 2 pairs of non-tracking glasses, 1 stylus, and 1 power adapter; (2) Industrial Robotics Expert Virtual Reality Software for 3 years; (3) Automotive Construction and Design Virtual Reality Software for 3 years. The supplier is responsible for delivery of equipment and software to the Mossel Bay Campus site, installation and commissioning of all 4IR equipment, installation of all software applications, and training and ongoing support.

The supplier may be required to provide services including on-site assembly and commissioning, furnishing tools, providing operations and maintenance manuals, performing maintenance and repair for an agreed period, and training the purchaser's personnel in assembly, start-up, operation, maintenance, and repair of the supplied goods.

The bidder must submit a company profile detailing background and relevant experience, and two reference letters from previous or current clients confirming successful delivery of similar goods and/or services. The supplier must notify the purchaser in writing of all subcontracts awarded under the contract.

Goods must conform to the standards in the bidding documents and specifications. The supplier warrants that goods are new, unused, of the most recent models, and free from defects. Pre-bidding testing is for the bidder's account. The purchaser may inspect, test, or analyse goods at any stage; if goods do not comply, they may be rejected and the supplier must replace them at their own cost. Inspection costs are borne by the purchaser if goods comply, otherwise by the supplier.

The Price Declaration Form requires the total sum including VAT and delivery costs, in figures and words. The offer must remain valid for 90 days from submission. The price must cover all services as per the specifications, with no additional costs to the purchaser. The purchaser is not bound to accept the lowest or any bid.

Prices must be quoted including VAT and delivery costs, and must remain valid for 90 days from the date of submission. Payment will be made within 30 days after submission of a correct invoice. No penalty interest will be permitted if required documentation is not submitted on time. Tax invoices and supporting documents must be submitted by the 1st business day of the month for payment by the end of the same month. Payment will be made in Rand via electronic bank transfer. The successful bidder will be required to sign a written contract form (SBD 7).

Bidders must be registered on the Central Supplier Database (CSD) and provide a CSD number. A valid Tax Compliance Status (TCS) PIN from SARS must be submitted, or a printed TCS certificate. B-BBEE status level verification certificate or sworn affidavit (for EMEs & QSEs) must be submitted to qualify for preference points. Company registration documents (CIPRO/CIPC) listing all members with percentages, copies of share certificates, and shareholding breakdown per race, gender and percentage must be provided. A latest municipal account or valid lease agreement is required. Declaration of interest (SBD 4) and other SBD forms must be completed. Bids from persons in the service of the state, or companies with directors who are in the service of the state, will not be considered.

B-BBEE status level verification certificate or sworn affidavit (for EMEs & QSEs) must be submitted to qualify for preference points. Points are allocated as per the 80/20 preference point system. Specific goals include: Garden Route area (10 points), Western Cape area (5 points), Outside Western Cape (0 points).

The supplier must provide packing sufficient to prevent damage or deterioration during transit, including rough handling, extreme temperatures, salt, precipitation, and open storage. Packing case sizes and weights must consider the remoteness of the final destination and absence of heavy handling facilities.

Goods supplied must be fully insured in a freely convertible currency against loss or damage incidental to manufacture, acquisition, transportation, storage, and delivery, as specified.

The contract is subject to the General Conditions of Contract (GCC). Key terms include: warranty that goods are new, unused, and free from defects for 12 months after delivery or 18 months after shipment, whichever is earlier; payment within 30 days of invoice; prices fixed for the contract duration; variation orders limited to 15% of contract value; assignment requires prior written consent; subcontracts must be notified in writing; delays may incur penalties calculated at the prime interest rate per day; termination for default may result in restriction from doing business with the public sector for up to 10 years; disputes and other GCC clauses apply.

Special conditions include: submission of company registration form / corporate document (CIPRO), BBBEE certification, latest municipal account or valid lease agreement, copy of original tax clearance or printed certificate with pin, and CSD registration number. Service delivery is once-off.
