The quotation invitation document must be completed, signed and submitted by the authorised company representative. Required documents include: CSD Full Registration Report, Pricing Schedule/Quotation on company letterhead, valid SARS Tax Pin, BBBEE Affidavit/Certificate, CIPC Registration Documents, Director(s) Certified ID Copy, Proof of Business Address, SBD 4 – Bidder Declaration, SBD 6.1 – Preferential Procurement Claim Form, and General Conditions of Contract (GCC) initialled on each page.

Evaluation is in two stages. Stage 1 (mandatory): bidders must provide a valid SARS Tax PIN, B-BBEE affidavit/certificate, recent CSD Full Registration Report, CIPC registration documents, certified ID copy of company directors, proof of business address, public liability insurance, and completed SBD forms and GCC. Failure to meet any mandatory criterion eliminates the bid. Stage 2 (price and specific goals): the 80/20 preference point system applies under the PFMA regulations of 2022. Price carries 80 points; specific goals carry 20 points. Specific goals: 10 points for 100% Black equity ownership, 4 points for women equity ownership of 51% or more, 4 points for 100% youth equity ownership, and 2 points for people with disability. Points may be cumulative. Enterprises not owned by historically disadvantaged persons receive 0 points for specific goals. To claim specific goal points, bidders must submit certified ID copies of directors (not older than 3 months) and CIPC documents or shareholder certificates. Failure to submit proof means no specific goal points are claimed.

The Luthuli Museum requires the supply and delivery of price giveaway items for the Inkosi Albert Luthuli Oral History Competition. Quantities: 12 laptops, 12 tablets, and 12 cell phones. Laptop specifications: 14-inch (35cm) screen, Windows 11 Home, Intel Celeron N4020, 4GB RAM, 65GB hard drive, Wi-Fi, Bluetooth, USB ports, audio and mic jacks. Tablet specifications: Android 13 operating system, 8-inch screen, quad-core processor, 3GB RAM, 32GB minimum storage, 5,000 mAh battery, Wi-Fi and Bluetooth, 5MP rear and 2MP front cameras minimum. Cell phone specifications: Android 13 Go Edition or Android 14 Go Edition, quad-core 1.3GHz or better processor, 2GB minimum RAM, 32GB minimum storage, MicroSD support, 6.0-6.6 inch HD or HD+ screen, 4,000-5,000 mAh battery, 8MP minimum rear camera, 5MP minimum front camera, 4G LTE, Wi-Fi, Bluetooth. Items must be delivered to the museum on or before 29 August 2026. Hardware must carry a warranty, with the warranty duration stated on the quotation. Items must be in original packaging and be good quality, reputable brands.

Goods must conform to the standards in the bidding documents and specifications. The museum may conduct inspections, tests and analyses; if goods do not comply, the supplier bears the costs. Rejected supplies must be replaced at the supplier's cost.

Bidders must provide a pricing schedule or quotation on a separate company letterhead. The quotation must remain valid for acceptance for 90 days from the closing date. Bidders must indicate the delivery period after order receipt, whether the delivery period is fixed, whether prices are fixed, and whether the quote is strictly to specification.

The General Conditions of Contract (GCC) form part of the bid documents and may not be amended. Special Conditions of Contract (SCC), if any, supplement the GCC and prevail in case of conflict. Key GCC provisions include: performance security may be required within 30 days of award; goods must conform to specified standards; inspections and tests may be conducted, with costs borne by the supplier if goods fail; rejected goods must be replaced at the supplier's cost; warranty is 12 months after delivery or 18 months after shipment, whichever is earlier; payment is due within 30 days of invoice; prices may not vary from the bid; delays attract penalties calculated at the prime interest rate per day; the contract may be terminated for default, with possible restriction from doing business with the public sector for up to 10 years.

The Luthuli Museum does not bind itself to accept the lowest or any RFQ, and is not responsible for costs incurred by bidders in preparing or delivering submissions. No RFQ is deemed accepted until a formal contract or letter of intent is executed. The museum reserves the right to: not evaluate or award RFQs that do not comply strictly; select solely on information received; enter into negotiations with preferred bidders; contact bidders for clarification without informing others; award to one or more bidders; withdraw the RFQ at any stage; accept a separate RFQ or any part; cancel the RFQ as prescribed in the PPPFA; and select bidders based on greatest benefit, not necessarily lowest cost. Bidders bear all costs and expenses associated with preparation and submission.
