Bids must be deposited in the tender box at No. 33 Corner Market and De Wet Street, eMkhondo, 2380, before 12:00 on 24 August 2026. The box is open Monday to Friday 07h30–16h30 (Friday until 14h00). Mailed, faxed, emailed, telegraphic or telex bids are not accepted; late bids are rejected. The sealed envelope must be marked with the tender number, title and closing date. Bidders must register on the official bid submission register next to the box; unregistered bids are not considered. Bids must be submitted on the official documentation only, completed in black permanent ink (no erasable ink, tippex or pencil), with every page initialled and the document submitted as a whole. Compulsory returnable forms: MBD 1, MBD 2, MBD 3.1, MBD 4, MBD 6.1, MBD 7.2 (Parts 1 and 2), MBD 8 and MBD 9, plus the Part T2 schedules (board resolution, JV resolution if applicable, sub-contractor schedule, commitments, addenda record, enterprise questionnaire, water and lights certificate, tenderer's experience). The Form of Offer and Acceptance and the Bill of Quantities must be completed and signed. Bids that are incomplete, tampered with, or missing required documents will be rejected.

Evaluation follows Method 2 in three stages. Stage 1 (compliance): failure to submit any compulsory document disqualifies the bid. Stage 2 (functionality, 100 points): bidders must score at least 60 points to proceed. Points are allocated as follows: company experience (30 points) — 1 similar project worth at least R900,000 in the past five years scores 10, 2–3 projects score 15, 4–5 projects score 20, 6 or more score 30; key personnel (35 points) — Contract Manager and Site Agent each require a Degree or N Dip in Civil Engineering (5 points for 5 years' experience, 10 for more than 10 years), Health and Safety Officer requires a National Diploma in OHS or SAMTRAC (5 points for 5 years, 7.5 for more than 10), Site Foreman requires an N Diploma/N6 in Civil Engineering or relevant qualification (5 points for 5 years, 7.5 for more than 10); financial capacity (15 points) — bank-stamped Bank Rating Code A scores 15, B scores 12, C scores 10, D or lower scores 5; plant and equipment (20 points) — TLB (3), two 10m3 tipper trucks (8), roller (3), motor grader (3), water truck (3). Proof of ownership or a hiring letter with vehicle registration is required. Stage 3 (price and specific goals): 80/20 preference point system, with 80 points for the lowest acceptable price and 20 points for specific goals as per MBD 6.1. Specific goals: 100% Black-owned enterprise (2.5), more than 30% disability shareholding (2.5), more than 30% youth shareholding (2.5), more than 30% woman shareholding (2.5), enterprise located within Mkhondo (2.5), CSI or Social Labour Plan proposition (5), valid B-BBEE Level 1 contribution (2.5).

The scope is the rehabilitation and asphalt resealing of Muller Street in Mkhondo Ward 7. The works must be executed in accordance with the standard and project specifications and the drawings provided in the tender document, and are subject to the General Conditions of Contract (GCC 2015). The successful bidder must sign a written contract form (MBD 7.2). The tenderer must hold a CIDB grading of 4CE or higher.

Pricing must be submitted on the Bill of Quantities (MBD 3.1). The tender uses the 80/20 preference point system, applicable to contracts up to R50 million. The offer must remain valid for 90 days from the closing date. A bank-stamped Bank Rating Certificate is required for functionality evaluation. The municipality may request written evidence of financial, labour and other resources, and may appoint chartered accountants to investigate a bidder's financial resources.

Compulsory documents: valid Tax Compliance Status PIN (SARS), full comprehensive CSD registration report not older than 30 days from closing, valid CIDB certificate 4CE or higher, valid COIDA letter of good standing from the Department of Labour, company registration certificate, certified copies of directors' IDs, and current municipal account statements (month ended July 2026) for the entity and its directors, or a valid lease agreement. Bidders must not be in arrears with municipal rates for more than 90 days. Bidders, or any director, manager, principal shareholder or stakeholder, must not be in the service of the state, and bidders must not appear on the National Treasury's Restricted Supplier or Tender Defaulter list. B-BBEE: a valid B-BBEE certificate (SANAS verified for generic enterprises, or sworn affidavit or CIPC issued certificate for EMEs and SMEs) is required to claim preference points. All MBD forms must be completed and signed. Certified copies must not be older than three months from the closing date.
