• Submission Method: Bids must be delivered to the tender box at MMSEZ Offices, 93 Biccard Street, Polokwane, 0699.
• Envelope Labeling: Mark the back of the envelope with the Tenderer’s name, contact address, and telephone number. In the top left corner, clearly state "Tender no" and "Tender for ELECTRICAL ENGINEERING Services".
• Form Requirements: All bids must be submitted on the official forms provided (do not re-type). All documents must be duly completed and signed.
• Validity Period: 180 days from the tender closure date.
• Disqualification Risks: Late tenders, telephonic, facsimile, or electronic submissions will not be accepted. Failure to provide required documentation or complete forms fully may render the bid invalid.

Applicant must be an electrical engineering undertaking under the full‑time supervision of a registered professional civil engineer or electrical engineering technologist, owned and controlled (≥51% shareholding/voting) by ECSA‑registered professionals. Must provide proof of current ECSA registration for all principals, tax compliance status, VAT registration, CSD registration, and not be a person/entity in the service of the state. Must attend the compulsory clarification meeting, submit proof of professional indemnity insurance (≥2× contract value), and demonstrate required experience: key person with BSc/BEng in Electrical Engineering and ≥15 years post‑qualification bulk electrical (HV) experience, plus three supporting professionals each with relevant qualifications and ≥5 years experience in bulk electrical/ICT services.

• Scope: Appointment of a professional electrical engineering service provider to compile a detailed electricity and ICT scheme report for the MMSEZ North site.
• Key Personnel Requirements: Must include a Lead Electrical Engineer (Pr. Eng) with 15+ years experience in Bulk (HV) Electrical Engineering (Transmission, Distribution, and Reticulation).

Bidders must demonstrate a project implementation methodology covering: Scope Management, Time Management, Cost Management, Quality Management, Human Resource Management, and Risk Management across the project life cycle (Initiation, Planning, Execution, and Close Out).

• Entity Experience: Must demonstrate experience in Bulk Electrical (HV) Services (Transmission, Distribution, and Reticulation) through completed projects (R5 million+ value) with reference letters.
• Key Personnel: Lead Electrical Engineer (Pr. Eng) with 15+ years post-qualification experience in Bulk Electrical (Heavy Current) Services.
• Supporting Team: Minimum of 3 additional professionals (Pr. Eng or Pr. Eng. Tech) with B-degree and 5+ years experience.

• The Employer reserves the right to request access for inspections to the bidder's offices.
• Errors and omissions in pricing/rates may be corrected by the Employer; failure to accept corrected offers may result in disqualification.

Bidders must complete the relevant Activity Schedule (Value Based or Time Based) as specified in the pricing instructions.

• Pricing Format: Pricing should be indicated in South African Rand, all-inclusive.
• Pricing Schedules: Bidders must complete Form C2.2.2 (Value Based) or C2.2.3 (Time Based) as applicable.
• Professional Indemnity: Proof of Professional Indemnity (PI) Insurance must be provided, with a value of at least twice the contract amount.

• Registration: Must be registered on the Central Supplier Database (CSD) and provide the CSD number/TCS PIN.
• Tax Compliance: Valid Tax Clearance Certificate or SARS Tax Compliance Status (TCS) PIN required.
• Professional Registration: Proof of current registration with ECSA for all registered principals and key persons must be submitted.
• Ownership: Must provide proof that the entity is owned/controlled by ECSA registered professionals by at least 51%.
• Legal Status: Provide relevant documents (CK1, CM1, MOI, Trust Deed, etc.) based on entity type (CC, Private Company, Public Company, NPO, or Sole Proprietor/Partnership).

Compliance with the Standard Conditions of Tender (August 2019 edition) as contained in the CIDB Standard for Uniformity in Construction Procurement is required.

• Contract Type: Single volume approach as per CIDB Standard for Uniformity in Construction Procurement.
• Liability: Joint venture partners accept joint and several liability for the fulfilment of contract obligations.
• Insurance: Professional Indemnity (PI) insurance must be at least twice the contract amount; failure to confirm this is a disqualifying risk.
• Clarification Meeting: Attendance of the compulsory clarification meeting is required; non-attendance is considered a risk to the employer.

Evaluation is conducted in 5 stages: Administrative Compliance, Substantive Compliance, Functionality (min 70/100 required), Price and Preference (80/20 system), and Risk Assessment.
