The department of public works and infrastructure requires a service provider to render general building maintenance across area 1 in the eastern cape for a contract period of 36 months, priced against a bill of quantities. Bidders need a CIDB grading of 3gb or higher, csd registration, and a trade-tested team of one bricklayer, three plumbers, three carpenters and one painter, supported by two reference letters on the departmental template for projects each above r130 000.00. The bid closes at 11h00 on monday, 09 november 2026 at the mthatha bid box, with NO compulsory briefing. The most consequential consideration is that the department is running five similar area bids simultaneously and may pass over a bidder positioned to win more than one, so bidders should decide carefully which area to pursue.
Closing and submission: 11H00 on Monday, 09 November 2026; hand delivery to the bid box at 5th Floor Reception, PRD II Building, Sutherland Street, Mthatha, 5100, or registered post to Private Bag X 5007, Mthatha, 5100. Late, faxed, emailed and telephonic bids are rejected.
Registration and grading: CSD registration with the supplier number entered on the Form of Offer, plus a CIDB contractor grading of 3GB or higher (PE or higher for potentially emerging enterprises). Bidders must be CIDB-registered, able to register within 21 working days of closing, or submit proof of an application lodged on or before the closing date.
Key personnel: one trade-tested bricklayer, three trade-tested plumbers, three trade-tested carpenters and one trade-tested painter, with a copy of each trade test certificate in the bid. Missing personnel disqualifies the bid.
Experience and references: two reference letters on the departmental template for completed maintenance, repair or new installation projects, each above R130 000.00, plus at least two contactable referees who respond to the Department's reference checks. Letters not on the template are disregarded.
Pricing: every Bill of Quantities item must be priced and the percentage mark-up on provisional amounts stated; an unpriced item or a missing mark-up eliminates the bid. The total price including VAT is entered in words and figures on DPW-07.
Preference points: 80/20 system with 20 specific-goal points — 10 for an EME/QSE or entity at least 51% black-owned, 4 for 51% black women-owned, and 2 each for Eastern Cape locality, 51% black disabled-owned and 51% black youth-owned. Claims need a SANAS-accredited B-BBEE certificate or sworn affidavit for the relevant sector, with locality proof in the bidder's name.
Other disqualifiers: no compulsory briefing applies, but addenda are published at least 10 working days before closing, requested clarification or documentation must be supplied within 7 calendar days, a valid COIDA letter of good standing is required, and submitting more than one bid, an alternative offer, or evidence of communication with a competing bidder disqualifies the bid.
