Ingquza hill local municipality requires the supply and delivery of signage and cones: six steel grass cutting warning signs, five beach safety signs that the supplier must install at mbotyi, msikaba, port groverner and mkhambathi, and thirty reflective 1000 mm cones. Bids close at 12:00 on 23 october 2026 and must be hand-delivered to the tender box at 135 main street, flagstaff. Award is decided on the 80/20 preference system, with 80 points for price and 20 for specific goals, and the offer must stay valid for 90 days from closing. The most consequential requirement is that the bid is non-responsive unless the full csd registration, a valid SARS tcs pin, the signed mbd 1 to mbd 9 declarations, the annexure c local content declaration and the municipal-accounts letter are all submitted.
Closing and submission: 23 October 2026 at 12:00, hand delivery only to the tender box at 135 Main Street, Flagstaff, 4810 (Municipal Reception); late, couriered, faxed or emailed bids are rejected and the envelope must be endorsed with IHLM/66/2026-27/COMM and the bid description. No compulsory briefing or site visit is scheduled.
Evaluation: 80/20 system — price 80 points, specific goals 20 points, made up of black youth ownership (18-35 years) 6 points, black women ownership 6 points, black people living with disability 2 points and black ownership 6 points; no minimum functionality score is set.
Preference point evidence: CSD registration report plus ID copy of the registered owner or director for the youth, women and black ownership claims, and a medical practitioner's letter for the disability claim; points claimed without supporting proof at submission are treated as not claimed.
Mandatory documents: valid full CSD registration proof, valid SARS Tax Compliance Status PIN printout (or CSD number where no TCS exists), completed and signed MBD 1 to MBD 9, completed and signed Annexure C, and a signed letter with proof that no undisputed municipal accounts are overdue by more than 30 days — any omission renders the bid non-responsive.
Local content: 100% where applicable, and the local content declaration certificate together with Annex C must be submitted or the bid may be disqualified.
Pricing and validity: firm prices only, with VAT (15%), customs or excise duty, all delivery costs and overheads included; the offer must remain valid, irrevocable and open for acceptance for 90 days from the closing date, and withdrawal within that period exposes the bidder to the municipality's costs of re-awarding or re-inviting the tender.
Scope to price: 6 steel grass cutting signs (900 mm x 600 mm x 1500 mm, yellow with bold black lettering, triangular and portable), 5 beach safety signs (450 mm x 300 mm, white background, red graphic, two poles each, installed by the supplier at four beaches) and 30 cones (1000 mm, reflective tape, base, high-gloss dayglo orange).
Enquiries and exclusions: technical enquiries to S. Dakwa, Community Services, 039 252 0131, [email protected]; bidding enquiries to A Ntongana, Supply Chain Management, 039 252 0131, [email protected]. Bids are not considered from persons in the service of the state, bidders or directors/shareholders on the Register of Tender Defaulters, or bidders who abused the municipality's supply chain management system or failed a previous contract after written notice.
