• Tenders must be submitted on the official tender document issued by the municipality; submissions on any other form will not be accepted.

• Tender documents are obtainable from the Cashiers' office at the Nquthu Municipal Offices, 83/11 Mdlalose Street, Nquthu, during office hours (08h00-15h30 Monday-Thursday, 08h00-14h30 Friday) from Thursday, 13 August 2026. A non-refundable fee of R460.00 per document is payable.
• Bidders must register on the municipality's supplier database and the Central Supplier Database (CSD).
• Returnable documents include ID copies of directors, CSD registration, and proof of municipal accounts/affidavit or proof of residence signed by a Ward Councillor, as applicable to the specific goals claimed.

Tenders may only be submitted on the tender document that was issued. Requirements for sealing, addressing, delivery, openings and assessment are stated in the tender data. Nquthu Municipality requests all service providers to register in their database and CSD.

• Evaluation is based on price, returnable documents, functionality, and specific goals.
• Price carries 80 points and specific goals carry 20 points, applied under the 80/20 principle prescribed by the Preferential Procurement Policy Framework Act of 2022.
• The 80/20 principle applies to all price quotations from R1.00 to R50,000,000.00 including VAT.
• Specific Goal 1 - Ownership (max 10 points): Business owned more than 50% by a black person scores 10 points; less than 50% scores 5 points.
• Specific Goal 2 - RDP (max 10 points): Enterprises located within the Nquthu municipal area score 10 points; UMzinyathi District Municipality 6 points; Province of KwaZulu-Natal 3 points; other provinces 1 point.
• The municipality is not obliged to accept the lowest or any bid and will adjudicate in terms of the Council's Supply Chain Management Policy.

• The successful service provider will operate the existing car wash facility for Nquthu Municipality.
• The contract period is 9 years and 11 months.

Tender documents will be sold during office hours (08h00 to 15h30 Monday - Thursday, Friday 08h00 - 14h30) at Nquthu Municipal Offices, 83/11 Mdlalose Street, Nquthu, Cashiers office from Thursday, 13 August 2026. Each document issued upon payment of non-refundable amount of R460.00. Closing date and submission of tenders: Monday, 14 September 2027 at 12h00 at the Offices of Nquthu Municipality. No late tenders will be accepted. Tenders should be clearly marked on the envelope with the name of tender and tender number. The Municipality is not obliged to accept the lowest or any bidder. Bidder will be adjudicated in terms of the Council's Supply Chain Management Policy.
