Facilitation of nrwdi 2027/28 annual performance plan strategic planning sessions

Strategic planning sessions (facilitation dates):

• 29 September 2026 – 1-day internal session with internal management (approx. 20 people).
• 1 October 2026 – external session with Board, internal management and stakeholders (approx. 40 people).
• 2 October 2026 – external session with Board, executive management and staff from the Office of the CEO (approx. 21 people).

Note: The dates for the external sessions are tentative and subject to change depending on Board availability; they will be negotiated prior to appointment.

Post-session deliverables:

• Post strategic planning reporting: 7 days after the session – summary of proceedings and draft APP for 2027/28.
• Final deliverable: 30 days after the session – Final APP for 2027/28.

Quotations must be emailed to [email protected] before the closing deadline. Only quotes sent to this address will be considered; quotes sent to the clarification address will be rejected. Each email has a 10MB capacity; bidders may send multiple emails, but all must be received before the deadline. The quotation must be valid for 60 working days from the closing date. A firm delivery date must be provided. The RFQ is subject to the National Treasury General Conditions of Contract.

Returnable documents (all must be completed, signed and submitted):

• SBD 4 (Bidder's Disclosure): discloses whether any director, shareholder or controlling person is employed by the state or connected to anyone at the procuring institution; false disclosure disqualifies the bid.
• SBD 6.1 (Preference Points Claim): claims preference points for specific goals under the 80/20 system.
• ID copies of the owners/directors of the bidding company, as reflected on official registration documents (e.g. CIPC, CSD Report or B-BBEE Certificate/Affidavit).
• Valid B-BBEE certificate or sworn affidavit, if applicable.
• Indicate whether ISO 9001:2015 certified.

Disqualification risks:

• Failing to quote fully or according to the price structure/table and scope of work.
• Submitting after the closing date and time.
• Submitting to the wrong email address.
• Omitting any mandatory returnable document.

Attach a valid BBBEE certificate or affidavit, if applicable. Complete all SBD forms and send back together with your quotation (SBD 4 & 6.1). The successful bidder must be registered on the Central Supplier Database except for foreign bidders with no local registered entity. Submit ID copies of owners/directors as per mandatory requirements.

Evaluation is in four phases:

1. Mandatory Requirements (at closing stage) – must be met or the quotation is disqualified.
2. Functionality – scored out of 100; minimum qualifying score is 70 points. Bidders scoring below 70 are eliminated and not evaluated on price or specific goals.
3. Price and Specific Goals – 80/20 preference point system under the Preferential Procurement Regulations, 2022. Price is scored out of 80 points; specific goals out of 20 points.
4. Mandatory Requirements (at award stage) – tax compliance and not being listed on the Register of Restricted Suppliers or Tender Defaulters Register.

Functionality criteria (100 points total):

• Reference letters (max 25): 5 or more reference letters, not older than 5 years, on client letterhead, signed, with client name, service description, year, and contact details. Points scale from 0 (none) to 25 (5 letters).
• Annual Performance Plans for Schedule 3A entities (max 25): copies of APPs submitted; points scale from 0 (none) to 25 (5 APPs).
• Highest qualifications (max 25): certified copies not older than 3 months; uncertified certificates not accepted. Points: Diploma 5, Bachelor's 10, Honours 15, Master's 20, PhD 25.
• Years of relevant experience in facilitation of strategic planning and strategy formulation (max 25): 0 years 0, 1 year 5, 2 years 10, 3 years 15, 4 years 20, 5 years 25.

The service provider will facilitate NRWDI's strategic planning sessions and develop the Annual Performance Plan (APP) for 2027/28.

Scope of work:

• Conduct a document review of the NRWDI Act, Nuclear Energy Act and other related legislation, previous Strategic Plans, Annual Performance Plans and Annual Reports.
• Read and understand the Repositioning Strategy and Implementation Plan, which sets the foundation phase for the desired end state.
• Read and understand the 20-year vision for NRWDI (desired end state by 2045).
• Facilitate a 1-day internal strategic planning session for approximately 20 people on 29 September 2026 (venue to be identified).
• Facilitate a 2-day external strategic planning session: 1 October 2026 with approximately 40 people (Board, internal management, stakeholders) and 2 October 2026 with approximately 21 people (Board, executive management, staff from the Office of the CEO). Venue to be determined; dates tentative.
• Develop a post-strategic workshop report.
• Draft the annual performance plan based on insights from the sessions, in line with the Revised Framework for Strategic Plans and Annual Performance Plans.

Deliverables and timing:

• Preparatory work (before the session): briefing meeting with NRWDI CEO/Board Chair/Strategic Planning Manager; document review.
• Facilitation of the 1-day session (29 September 2026).
• Facilitation of the 2-day session (1 and 2 October 2026).
• Post strategic planning reporting (7 days after session): summary of proceedings and draft APP for 2027/28.
• Final deliverable (30 days after session): Final APP for 2027/28.

The service provider must conduct a document review of the NRWDI Act, Nuclear Energy Act and other related legislation, previous Strategic Plans, Annual Performance Plans and Annual Reports. Prices must be firm and include all amounts, with amounts excluding VAT as a separate line item. The pricing table includes: 1. Facilitation of the 2-day strategic planning session on 1st and 2nd October 2026; 4. Prices must be firm and include all amounts, with amounts excluding VAT shown as a separate line item. The pricing structure covers:

1. Preparatory work (briefing meeting and document review) – prior to session.
2. Facilitation of the 1-day strategic planning session on 29 September 2026.
3. Facilitation of the 2-day strategic planning session on 1 and 2 October 2026.
4. Post strategic planning reporting (7 days after session) – summary of proceedings and draft APP for 2027/28.
5. Final deliverable (30 days after session) – Final APP for 2027/28.

Quotation must show Sub Total, VAT, and Grand Total. Quotation validity period is 60 working days from closing date.

Mandatory at closing stage:

• Quote fully according to the price structure/table and scope of work.
• Submit before closing date and time to the correct email address.
• Submit ID copies of owners/directors as per official registration documents (CIPC, CSD Report or B-BBEE Certificate/Affidavit).

Mandatory at award stage:

• Tax compliance (non-tax compliant bidders will not be awarded).
• Not listed on the Register of Restricted Suppliers or Tender Defaulters Register.

Other requirements:

• Successful bidder must be registered on the Central Supplier Database (CSD), except foreign bidders with no local registered entity.
• Attach a valid B-BBEE certificate or sworn affidavit, if applicable.
• Complete and submit SBD 4 and SBD 6.1.
• Indicate ISO 9001:2015 certification (Quality Management System).

Quotation validity period: 60 working days from closing date. Delivery included: Yes/No. Orders above R30,000 will be evaluated according to the 80/20 preference point system and a functionality scorecard. Indicate if ISO 9001:2015 certified. The mailbox capacity per email is 10MB; a bidder may send as many emails as necessary. The RFQ is subject to the General Conditions of Contract from National Treasury.

Mandatory requirements at closing date: (i) A service provider who fails to quote fully or according to the price structure/table and scope of work will be disqualified. (ii) Quotations submitted after the closing date and time will not be considered. (iii) Quotations not sent through the procurement central email will not be considered. (iv) Submit ID copies of the owners/directors of the bidding company as reflected on official registration documents e.g. CIPC, CSD Report or BBBEE Certificate/Affidavit. Failure to comply leads to disqualification.
