No bid is accepted from a person in the service of the state.
Evaluation Criteria
Source: Document.pdf (TENDER)
Evaluation sequence
Functionality gate: a bidder must achieve at least 60% of the maximum 100 functionality points to qualify.
Price and preference assessment: MBD 6.1 shows 80 price points and 20 specific-goal points under the 80/20 system. Price points are calculated relative to the lowest acceptable tender: 80 × [1 − (Pt − Pmin) ÷ Pmin], where Pt is the bidder's price and Pmin is the lowest acceptable price. The 90/10 formula substitutes 90 for 80 if that system is confirmed.
Failure to provide the evidence needed to support specific goals means that no preference points are claimed. The municipality may request further proof before or after adjudication.
Functionality weighting
Comparable company experience: 20 points.
Experience as a training service provider: 15 points.
Key personnel: 15 points.
Company registration with the relevant SETA or QCTO: 15 points.
Ability to offer more than one training service: 35 points.
Total: 100 points.
Preference allocation discrepancy
MBD 6.1 identifies 80/20 for requirements up to R50 million and 90/10 above R50 million, but its displayed allocation is 80 price points and 20 specific-goal points. A separate eligibility entry records a B-BBEE minimum of Level 1 and 90 preference points. These entries are inconsistent, so the applicable system, B-BBEE threshold and point split should be confirmed with SCM before pricing.
Award
The municipality is not obliged to accept the lowest bid and reserves the right to accept the whole or any part of a bid.
