The national research foundation, through the south african radio astronomy observatory (sarao), requires a professionally registered architect or architectural firm to provide full-lifecycle architectural services across its sites in gauteng, western cape, and northern cape. The scope covers planning, design, documentation, procurement support, construction-stage services, and close-out for new and existing buildings, including heritage-sensitive structures. Bidders must meet strict functionality criteria, including a sacap-registered senior architect with at least 10 years' post-registration experience, and must submit firm prices for a 250-hour allowance. The single most consequential consideration is that failure to achieve a 'go' on any functionality requirement disqualifies the bid, so the proposed architect's qualifications, registration, and experience evidence must be flawless.
Closing: 17 November 2026 at 11:00, submitted via email to [email protected]. Late submissions are disqualified.
Mandatory returnable documents: signed SBD 1, completed SBD 3.1 (firm prices only), signed SBD 4, signed SBD 6.1, and a B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to claim preference points. CIDB grading is not applicable.
Functionality (GO/NO-GO): The proposed Senior Architectural Technologist must hold a recognised Bachelor's Honours degree in Architecture or equivalent (certified copies). The Architect must be registered with SACAP as Pr SArcht (Senior Architect).
Experience: At least 10 years' post-registration professional experience, with a detailed CV and evidence of projects involving statutory submissions and municipal approvals. Submit at least three signed reference letters (not older than five years) with project name, client, scope, completion period, and contact details.
Resource commitment: Submit a signed commitment letter confirming availability and capacity, and name the specific resource responsible for delivering the full scope. Provide proof of professional liability insurance (Certificate of Currency with policy number, limit of indemnity, end date, and retroactive date).
Evaluation: 80/20 preference system – 80 points for price, 20 for B-BBEE status level (Level 1-3: 8 pts; Level 4-6: 6 pts; Level 7-8: 2 pts; plus additional points for Black-owned, Black female-owned, Black youth-owned, people with disabilities, and EME/QSE). Highest total points wins.
Pricing and payment: Firm prices only; 250-hour allowance at a quoted hourly rate; provisional allowances of R50,000 (travel) and R15,000 (printing). Payment within 30 days of invoice, no advance payments. Offer valid for 60 days from closing.
Insurance and compliance: Public liability cover minimum R1 million; professional indemnity minimum R6,000,000 per claim; excess not exceeding 5% of claim or R100,000; continuous PI cover for 5 years after practical completion. COIDA Letter of Good Standing required. CSD registration is mandatory – no award without it.
