Eligibility restricted to unincorporated JVs, consortia or associations: proven delivery of bankable feasibility studies, cost-benefit analysis, financial modelling, project preparation and procurement documents on NRW / WC&WDM or PBC projects with combined applicable professional fees of at least R25 million in the past ten years, six registered key experts in place, and professional indemnity cover of at least twice the proposed fee (per claim, unlimited claims) effective from the closing date.
Functionality thresholds (100 points): minimum 14/20 for methodology, 24.5/35 for tenderer track record, 28/40 for key expert experience and 3.5/5 for the Lead Tenderer's QMS. Scoring below the minimum on any single criterion disqualifies the bid before the financial envelope is opened, and any key expert rated below "Satisfactory" disqualifies the tenderer.
Key expert experience drives the score: Project Manager/Team Leader needs 20+ years post-registration to pass (10 points at 30+); Civil Engineer NRW and Legal/Regulatory/Contracts, Institutional Development and Municipal Finance experts need 15+ years; the Environmental/Social Facilitation expert needs 15+ years post-qualification. All six disciplines must be professionally registered.
Price and preference split 80/20: price 80 points, B-BBEE 20 points. Required evidence includes an active SARS Tax Compliance Status PIN, CSD registration summary, COIDA letter of good standing, professional body registration, B-BBEE certificate or affidavit, a JV formation document authenticated by a notary public, and SBD 4 and SBD 6 declarations.
Award-stage exclusions: a DBSA award terminated for non-performance in the 18 months before closing disqualifies the bidder; written notice of non-performance in the 12 months before award may exclude it; three active awards with outstanding value may also exclude. DBSA may demand independent authenticity evidence within 48 hours with a contactable reference, and a tax status re-check applies at recommendation.
