TRANSNET port terminals requires a once-off roof repair service at the hauler zone and the ami-house at ngqura container terminal in gqeberha (port elizabeth), delivered under an nec3 engineering and construction contract with pricing on an activity schedule (option a). The work is open to contractors registered with the CIDB at grade 3 gb or higher. Attendance at the compulsory clarification site meeting on 3 november 2026 is a condition of bidding, and bids close at 12:00 on 10 november 2026 through the TRANSNET e-tender submission portal. The most consequential hurdle is the 60-point functionality threshold, which turns on five health and safety documents and at least four contactable references for comparable completed work.
Compulsory site meeting: 3 November 2026 at 09:00 at the Port of Ngqura, TPT Admin Building, Mess Room, Neptune Road, Gqeberha, running about one hour; the attendance register and Returnable Schedule T2.2-01 must be signed at the meeting and submitted with the bid, and non-attendance disqualifies. Safety shoes, goggles, long-sleeve shirts, high-visibility vests and hard hats are mandatory for the site walk, and an identity document, passport or driver's licence must be carried for gate access.
Closing: 10 November 2026 at 12:00, electronic upload only via the Transnet e-Tender Submission Portal (https://transnetetenders.azurewebsites.net); late, e-mailed, faxed or telephoned bids are rejected, uploads are capped at 30 MB each, and bidders should upload at least a day before the deadline. Each company must bid under its own registered profile.
CIDB grading: registration at 3 GB or higher with a valid CIDB certificate is an eligibility condition. Joint ventures need every member CIDB-registered, a lead partner graded no lower than one level below the required class, a combined grading of at least 3 GB, and a certified signed JV agreement.
Functionality threshold: a minimum of 60 out of 100, scored by at least three evaluators on a 0/20/40/60/80/100 scale. T2.2-03 Health and Safety (weighting 50) scores on how many of five documents are submitted - letter of good standing, Fall Protection Plan Developer Certificate, risk assessment, safety file (index only) and safety work method statement. T2.2-04 Previous Experience (weighting 50) requires a minimum of four contactable references for comparable completed work, each with a completion certificate or written reference giving company name, contact person, contact number and value of work. Falling below 60 disqualifies the bid.
Preference points (80/20): price carries 80 points and specific goals 20. B-BBEE Level 1 scores 10 points and entities more than 50% black youth owned score 10; non-compliant bidders and B-BBEE Levels 3 to 8 score zero. Points are awarded only on submission of the required evidence, and a missing item scores zero for that goal.
Mandatory returnables: SARS Tax Clearance Certificate plus a TCS PIN, a valid B-BBEE certificate from a SANAS-accredited agency or a sworn affidavit confirming annual turnover and black ownership, proof of Central Supplier Database registration, a letter of good standing (separate letters for a newly constituted JV), the fully completed Compulsory Enterprise Questionnaire, certification of acquaintance with the Non-Disclosure Agreement, and T2.2-14 disclosing any conviction for a serious breach of law in the past five years.
Contract and pricing: NEC3 Engineering and Construction Contract with Pricing Instructions Option A and an Activity Schedule; rates and prices are fixed for the contract duration, stated in Rand, inclusive of all duties, taxes and levies other than VAT, with VAT added separately. No alternative offers are considered, rates may not change after closing, and the offer must stay valid for 12 weeks from the closing date.
