Professional civil engineering services are required for the planning, design and construction monitoring of approximately 24 km of gravel road and a river crossing on the old state land farms at rust de winter, within the city of tshwane metropolitan municipality, gauteng. The bidder must be a civil engineering undertaking under the full-time supervision of an ecsa-registered professional civil engineer or professional civil engineering technologist, and must submit privy seal-verifiable registration certificates for every registered principal and key person. Bids are scored on functionality out of 100 with a minimum qualifying score of 70, after which the 80/20 preference system applies to price and specific goals. The most consequential risk is the compulsory clarification meeting on 05 november 2026 at 11:00, where non-attendance makes the bid non-responsive; the closing is 17 november 2026 at 11:00 and NO late, faxed, emailed or telephonic bids are accepted.
Compulsory briefing: 05 November 2026 at 11:00, Suncardia Building, 6th Floor Boardroom, 524 Stanza Bopape Street, cnr Stanza Bopape and Steve Biko Streets, Arcadia, Pretoria, 0083. A representative must attend and the DLRRD-16.1 (PSB) attendance certificate must be submitted; non-attendance renders the bid non-responsive.
Closing and delivery: 17 November 2026 at 11:00, hand-delivered in a sealed envelope to the departmental bid box, Suncardia Building, 7th Floor. The bid box is open weekdays 07:00 to 19:00 and closes at 11:00 on the closing day. Late, faxed, emailed and telephonic bids are rejected, and a two-envelope procedure is not used.
ECSA registration: the bidder must be a civil engineering business under the full-time supervision of a registered Professional Civil Engineer or Professional Civil Engineering Technologist. Certified Privy Seal-verifiable ECSA registration certificates issued within the past 6 months, with registration numbers, are required for every registered principal and key person, and for every consortium or joint venture partner. Unregistered personnel render the bid non-responsive.
Functionality threshold: 100 points, minimum 70 to proceed to price and preference. Previous road construction design and project management experience carries 40 points and requires appointment and completion reference letters with contactable references; no letters means no score. Design Engineer 30 points, Resident Engineer 20 points, work plan 10 points.
Preference points: 80/20 system with 20 preference points, being HDI 8, female 5, disability 2, youth (35 or younger on the closing date) 2 and Gauteng locality 3. Claims must be made on the department's SBD 6.1 with proof; locality requires a municipal service account, a lease agreement with the landlord's municipal account, or a signed, stamped and dated ward councillor or traditional authority letter, none older than 6 months.
Tax and CSD: a SARS tax compliance status PIN or printed TCS is required, separately for each consortium, joint venture partner and subcontractor, with a CSD number where no TCS is available. Non-compliant tax status may lead to disqualification if not corrected within 7 days.
Insurance and cost: professional indemnity insurance at the level in Contract Data clause 5.4.1 must be confirmed and proof attached in C1.2.3, failing which the bid is unacceptable. Printed bid documents cost a non-refundable R100 in cash; electronically issued documents are free. Tender validity is 120 calendar days.
