Disqualification risks:

Evaluation stages:

1. Mandatory requirements check (SACQSP registration, Western Cape office).
2. Functionality evaluation – minimum qualifying score of 75 out of 100 to proceed.
3. Preference points (80/20 or 90/10 system) applied to bids that pass functionality.

Functionality scoring (total 100 points):

• Relevant Experience of the Firm (20 points): 3 or more relevant projects in last 5 years: 20; 2 projects: 10; 1 project: 5; none: 0.
• Reference Letters (40 points): 3 or more relevant letters: 40; 2: 25; 1: 10; none: 0.
• Experience of Proposed Quantity Surveyor (20 points): 5+ years: 20; 3-5 years: 10; less than 3 years or no CV: 0.
• Minimum Qualification of Proposed Quantity Surveyor (20 points): SAQA NQF Level 6 or higher in Quantity Surveying: 20; otherwise 0.

Preference point system: 80/20 for requirements up to R50 million, 90/10 above R50 million. Points for price and specific goals (HDI, women, disabled, youth, locality).

SAMSA requires the appointment of a Quantity Surveyor to manage the reinstatement of its vacated office premises at 2 Long Street, Cape Town (18th, 19th and 22nd floors, combined area approx. 2,583.74 m²) to the landlord's white-box condition.

Scope of work:

• Conduct a detailed physical inspection and condition assessment of the premises.
• Assess against the landlord's white-box requirements: walls painted white, bare screeded floors, replacement of damaged ceiling boards, blinds in good working order, plumbing in good condition, kitchen units/cupboards/doors in good working order, damaged air-conditioning covers repaired and painted, removal of all SAMSA signage, removal of data cabling (excluding main internet cable in server room), removal of alarm systems and access-control systems, Electrical Certificate of Compliance (COC), Plumbing COC where applicable, identification of other defects.
• Review information on works undertaken when SAMSA initially occupied the premises.
• Prepare a detailed reinstatement scope of work identifying work required, location, quantities, specifications/standards, materials, labour, specialist services, and statutory compliance requirements.
• Prepare a detailed Bill of Quantities (BoQ) covering all identified reinstatement works as approved by the landlord.
• Provide an estimated cost of the reinstatement works.
• Provide professional quantity surveying advice throughout the reinstatement process.
• Assess and certify completed reinstatement works for final handover to the landlord.

Timeframes:

• The appointed QS must be available to commence immediately upon appointment.
• Preferred timeframe for completion of initial assessment, scope of work and BoQ: within 21 working days from appointment, subject to site access.
• Bidders must indicate proposed turnaround times for site inspection, condition assessment, draft scope of work, final scope and BoQ, and cost estimate.

Site access:

• SAMSA will facilitate access to the premises for the site inspection.
• Bidders are expected to familiarise themselves with the premises and attend the briefing session.

The appointed QS will conduct a detailed physical inspection and condition assessment of the premises, prepare a detailed reinstatement scope of work and Bill of Quantities, and provide professional quantity surveying services through the reinstatement process. The QS must be available to commence immediately upon appointment and complete the initial assessment, scope of work and BoQ within 21 working days from appointment, subject to site access.

The bidder must demonstrate relevant experience by submitting details of at least three relevant projects completed within the last five years, including project descriptions and contactable client references. Client reference letters must relate to quantity surveying services, be on the client's official letterhead, be dated, signed and state the services provided. The proposed Quantity Surveyor must have a minimum of three years' experience in quantity surveying, and a CV clearly indicating relevant project experience must be submitted. The proposed personnel must possess a minimum of a SAQA NQF Level 6 qualification in Quantity Surveying; foreign qualifications must be supported by a SAQA evaluation certificate.

The QS must assess the premises against the landlord's white-box requirements and ensure the reinstatement scope covers all specified items, including electrical and plumbing COCs. The scope must be sufficiently detailed to enable contractors to price accurately.

Pricing must be provided in the format of Annexure B: separate fees for Detailed BoQ and cost estimate for each of the 18th, 19th and 22nd floors. Total price must be inclusive of VAT. Bidders must also submit a quotation on their own company letterhead.

Pricing format (Annexure B):

Validity period: Price quoted must remain valid for at least 60 days after the closing date.

Delivery costs: Not considered separately; included in the total quotation during evaluation.

Mandatory requirements:

• The proposed Quantity Surveyor must be professionally registered with the South African Council for the Quantity Surveying Profession (SACQSP). Proof: copy of SACQSP registration certificate or valid letter confirming registration.
• The bidder must have a physical office in the Western Cape Province with suitably qualified project team resources available in the province for the duration of the project. Proof: valid lease agreement, municipal account, utility bill, bank statement, SARS correspondence, Municipal Councillor's letter, or CIPC document reflecting the bidder's physical business address in the Western Cape, in the name of the bidding company or one of its directors.
• The proposed Quantity Surveyor must have a minimum of 3 years' experience in quantity surveying.
• The proposed personnel must possess a minimum of a SAQA NQF Level 6 qualification, or higher, in Quantity Surveying. Foreign qualifications must be supported by a valid SAQA evaluation certificate.

Tax compliance:

• Bidders must submit their SARS Tax Compliance Status (TCS) PIN or a printed TCS certificate.
• Where no TCS PIN is available, a CSD number must be provided.
• For consortia/JVs/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number.

CSD registration: Required; CSD report not older than 3 months.

B-BBEE: Valid B-BBEE certificate or affidavit required to claim preference points.

CIPC: CK1 registration document required.

State employment: Bids from persons in the service of the state, or companies with directors in the service of the state, will not be considered.

Restricted suppliers: Bidders listed on the Register for Tender Defaulters or the List of Restricted Suppliers will be disqualified.

The bid is subject to the Preferential Procurement Policy Framework Act and the Preferential Procurement Regulations. The applicable preference point system is 80/20 (for requirements up to R50 million) or 90/10 (above R50 million). Points are awarded for price and specific goals. Specific goals include equity ownership by persons who had no franchise in national elections before the 1983 and 1993 Constitutions, women, disabled persons, youth, and locality (SMMEs located within the specific area). Supporting documents are required to claim points. For 80/20 system: HDI (14 points: no franchise 7, women 5, disabled 2), youth 3, locality 3. For 90/10 system: HDI (7 points: no franchise 4, women 2, disabled 1), youth 1, locality 2. Bidders must submit proof or documentation to claim points; failure to do so means points are not claimed. SAMSA reserves the right to verify claims.

Mandatory requirements: The proposed Quantity Surveyor must be professionally registered with SACQSP (proof required). The bidder must have a physical office in the Western Cape Province with suitably qualified project team resources available in the province for the duration of the project. Technical evaluation/functionality: Quotations that meet all mandatory requirements will be evaluated on functionality. Bidders must achieve a minimum qualifying score of 75 out of 100 points to proceed to the next stage.
