Mandatory experience and qualifications: Provide at least two signed reference letters on company letterhead; for spoken-language practitioners, a Bachelor's degree in Arts or Social Sciences, or BTech/Diploma in Language Practice, Translation and Editing or Interpreting, plus at least three years' experience; for foreign languages (French and Portuguese), the same qualification with at least two languages; for South African Sign Language interpreters, Matric plus at least three years' experience, with at least two CVs.
Pricing schedule: All items must be quoted; incomplete schedules are disqualified. Corrections must be crossed out and initialled; no correction fluid (Tippex) may be used on any item price or bill of quantities.
Evaluation: Three stages – administrative compliance, mandatory requirements, then 80/20 preference points (80 price, 20 specific goals). B-BBEE levels earn 1–8 points; EME/QSE, 51% women-owned, disability-owned, and youth-owned each earn 2 points; local economic participation earns 4 points (City of Tshwane), 2 (Gauteng) or 1 (National).
Municipal account: The bidding company and its owners/members/directors/major shareholders must provide a Municipal Account Statement not older than 3 months showing no arrears exceeding 90 days, or a signed lease agreement, or a councillor's letter for informal/rural areas.
Bid validity: Bids must remain valid for 90 days after the closing date.
