Disqualification risks:

Scope: Supply, deliver and set-up of equipment for the 106th Remembrance Sunday Service, a wreath-laying ceremony hosted by the City of Joburg, Office of the Speaker and the Freedom Regiments, supported by the SANDF. Approximately 700 attendees.

Deliverables and quantities:

• Marquee tents: 1 x white 3m x 3m free-standing; 1 x white 35m x 15m free-standing; 2 x white 10m x 10m; engineering certificates for all marquees.
• Fire extinguishers: 10, to be placed in marquees.
• Exit signs: 6, to be placed in marquees.
• Chairs: 450 white plastic.
• Trestle tables: 15 steel.
• Tablecloths: 15 white rectangular; 15 black rectangular.
• Wrist bands: 120 red; 600 green.
• Ceremonial flowers: 100 single long white chrysanthemums (fresh).
• Wreaths: 2 white flower wreaths, 40cm diameter, one with green ribbon, one with yellow ribbon.
• VIP toilets: 5 male and female joint flushable toilets, with janitor to monitor cleanliness and toilet paper available.

The successful supplier must provide labour for off-loading/delivering.

Pricing schedule: unit prices and total prices, exclusive of VAT, in South African rand. Prices must be firm and all-inclusive of delivery charges. A management fee of 15% is to be added. Prices must be legible. Quantities are given in good faith without commitment. Price alterations must be crossed out in ink and initialled; correction fluid is not allowed.

Pricing format: unit prices and total prices, exclusive of VAT, in South African rand. Prices must be firm (fixed) and all-inclusive of delivery charges. A management fee of 15% is to be added.

Validity: Quotations must remain open for acceptance for 30 days from the date of lodging.

No price increases will be considered after the closing date and time.

Prices subject to exchange rate fluctuations require forward exchange rate cover within 14 days after an order is placed; failure to provide proof may result in contract cancellation.

Settlement discount: bidders must indicate if prices are subject to a 2.5% settlement discount.

Quantities are given in good faith without commitment; the City reserves the right to increase or reduce quantities.

No bid security, bond, or guarantee is specified.

Registration:

• Must be registered and accredited on the City of Johannesburg Supplier Database; vendor number must be recorded on the cover page.
• Must be registered on the Central Supplier Database (CSD).

Tax compliance:

• Valid tax clearance certificate or SARS one-time PIN code must be submitted. If not submitted, the City may request it within 7 days after closure but before award. Each party to a consortium/joint venture must submit a separate tax clearance certificate or SARS PIN.

Municipal account:

• Declaration on State of Municipal Account (Form H) required. A bid will be rejected if municipal rates, taxes or service charges owed by the bidder or any director to any municipality or municipal entity are in arrears for more than three months.

B-bbee:

• Certified copy of B-BBEE certificate or sworn affidavit required.
• The City will only do business with entities that comply with the Codes of Good Practice on B-BBEE.

Other:

• Certified copy of company registration document required.
• If applicable: SETA accreditation (training), health certificate (catering), CIDB registration (construction/building maintenance).
• The recommended bidder is subjected to a vetting process.

The successful bidder must comply with the Occupational Health and Safety Act, 1993 and its regulations. Form I (Article of Agreement in terms of the OHS Act) must be completed and signed, committing the contractor to comply with all relevant duties, obligations and prohibitions, and to accept sole liability for compliance. The City may inspect the contractor's site and records.

Contract terms include: quotations valid for 30 days; no price increases; orders only via official purchase order; goods/services not to be delivered before purchase order issued and accepted; the City may cancel and re-issue the quotation; copyright/patent rights in any work produced vest in the Municipality; the successful bidder must comply with the Occupational Health and Safety Act and regulations.

Additional Conditions of Tender, Form A apply. Tenderers must sign each page of the Form of Quotation and Form of Acceptance, Form C. Quotations must be deposited into the quotation box at the specified location; any quotations deposited in the wrong box will be rejected. All pages must be initialled.
