SITA requires a service provider to analyse, design, develop, implement and support the national digital human settlements management system (ndhsms) for the department of human settlements over 36 months, replacing the housing subsidy system environment. The scope covers beneficiary, land, infrastructure, project, financial, reporting and communication modules, mandatory phased data migration back to 1996, and new artificial intelligence capability. Bidders must attend a compulsory virtual briefing on 28 october 2026 at 11:00 and submit through the SITA ERP oracle portal by 12 november 2026 at 11:00. The bid is decided by six sequential evaluation stages, with a 60% minimum applying both to the technical functionality desktop score and to each demonstration and presentation section.
Compulsory briefing — a virtual MS Teams session on 28 October 2026 at 11:00; attendance is mandatory and non-attendance disqualifies. The register must be signed with the same company name, representative and contact details used in the bid, and a joint venture or consortium needs at least one party present.
Closing and submission — 12 November 2026 at 11:00 (South African time) through the SITA ERP Oracle portal; vendor registration queries go to [email protected] and ERP queries to [email protected]. Questions close 06 November 2026 at 16:00 and the offer must stay valid for 120 days from closing.
Minimum scores — 60% overall on the technical functionality desktop evaluation (Stage 3) and 60% on each demonstration and presentation section (Stage 4); falling below either threshold disqualifies the bid.
Track record — at least three customers in the last eight years for information systems comparable in size and complexity to the NDHSMS scope, evidenced by completed references and reference letters on the customers' letterhead; failure to submit disqualifies.
Delivery team — minimum six years' experience per role across project manager, solution architect, UI/UX, business analyst, system developer and quality assurance test specialist; CVs must state role, years of experience, IT qualification, area of expertise and at least three comparable projects in the past six or more years.
Mandatory annexures — MIOS certification (Annex B), Third-Party Risk Management (Annex C), Product/Service Functional Requirements (Annex D Addendum 1) and signed acceptance of all Special Conditions of Contract; an unmarked costing acceptance declaration is treated as "DO NOT ACCEPT ALL" and disqualifies, as do counter conditions.
Preference and eligibility — active CSD registration is required for award; B-BBEE points need a SANAS-accredited certificate or a CIPC sworn affidavit for EMEs and QSEs, plus ID and medical certificate for the ownership claims made; unsupported claims score zero and preference commitments carry a 1% annual penalty for non-compliance. Pricing must be submitted on the supplied Excel schedule, and any other format is rejected.
