Evaluation in three phases:

Phase 1 (SCM Administrative Compliance): correctness of documents, CSD registration, tax clearance, professional council registration.

Phase 2 (Functionality): technical evaluation scored out of 100. Minimum 70 points to proceed.

Phase 3 (Pricing and Specific Goals): 80/20 preference point system (Price 80 points, Specific Goals 20 points).

• Schedule aligned with TOR: 15 points (Gantt chart, delivery within 3 months)
• Reference Letters: 10 points (signed minimum 3, confirming successful delivery of similar projects)
• Credentials of Contract Site Manager: 15 points (CV and certified qualifications in Construction Management or Civil Engineering, minimum 5 relevant years)

Scope: Refurbishment and fit-out of NEF Head Office at 70 Grayston Drive, Sandton. Work includes:

• Ground floor West Wing: new open plan workstations using existing furniture, IST department enclosure (drywall and frosted glass), desktop screens, kitchenette enclosure with 1.8m glass panel and new plumbing, six manager offices (approx. 2.5m x 2.3m each) with drywall, frosted glass, doors, aircon, plug points, acoustics.
• Second floor West Wing: new workstations, lockable drawers, acoustic screens. Desk screen options: frosted glass, solid polycarbonate, or fabric-based panels (for 78-seat open plan).
• Second floor East Wing: demolition, reception wall moved forward, six manager offices, open plan for 28-34 staff with 4-way workstations, desk dividers, lockable drawers, acoustics, central printing station.
• General: minor building works (partitioning, ceilings, flooring, painting, finishes), electrical (lighting, power points, distribution boards), HVAC adjustments, fixtures and fittings.
• Kitchens: enclosed with drywall, internal door, seating.
• Furniture: meeting room tables (8), chairs (74), server units (3), projectors (2); workstation desks (105), modesty panels (178), desk screens (178), lockable drawers (128), ergonomic chairs (178); partitions, flooring (carpet, vinyl/laminate). Quantities are listed in detailed furniture schedules.

Bidders must submit a detailed project methodology covering sequencing, dependencies, and resource allocation for all renovation stages: demolition, drywall construction, painting, carpet installation/removal, ceiling repairs, electrical and plumbing installation, and finishing. A Gantt chart or project timeline showing delivery of all phases within 3 months from contract signing, with contingency plans, is required (scored out of 15 points).

Contract Site Manager: CV and certified copy of qualifications in Construction Management or Civil Engineering (not older than 4 months) with minimum 5 relevant years – 15 points. Minimum 3 signed reference letters from clients confirming successful delivery of similar projects (scored up to 10 points). CVs and IDs of all persons involved in the bid must be attached.

Furniture and Equipment Proposal is scored out of 15 points on quality, durability, and alignment with ergonomic and aesthetic standards. Specifications must be detailed and supported by catalogues or datasheets.

Complete SBD 3.1 Pricing Schedule – Firm Prices (purchases). Offer valid for 150 days. Include all taxes (VAT, PAYE, UIF, SDL). Include delivery costs. Pricing tables for meeting room furniture, workstation furniture, and procurement summary with quantities and unit prices must be filled in.

Pricing must be submitted on SBD 3.1 Pricing Schedule – Firm Prices (purchases). Only firm prices accepted; no exchange rate variations. Offer valid for 150 days from closing. Prices must include all applicable taxes (VAT, PAYE, UIF, SDL). Delivery costs included. Bidders must complete pricing tables for meeting room furniture, workstation furniture, and a procurement summary with quantities and unit prices.

B-BBEE status level verification certificate or sworn affidavit required. Specific goals points (20 total) under 80/20 system: 51%+ Black ownership (10), 30%+ Black Women ownership (5), any Black Designated Group ownership (1), Promotion of SMMEs (EME or QSE) (2), Youth ownership (2).

A SHEQ Plan relevant to the scope of works and deliverables must be submitted. A Health & Safety Plan scores up to 5 points in the technical evaluation.

No specific environmental or sustainability requirements beyond the described scope of work (e.g., use of acoustic panels for noise control, plumbing for sinks, waste pipe).

The bidder offers to provide services on the terms and conditions in the RFP. The offer remains binding for the validity period (150 days). The bidder confirms the correctness and completeness of their response, that prices cover all specified items and obligations, and accepts risk for any pricing mistakes. The bidder accepts full responsibility for proper execution and fulfilment of all obligations under any resulting contract. NEF will treat personal information confidentially under POPIA; by signing, the bidder consents to processing of their personal information for the bid process. The RFP and bid response form part of any service level agreement; in case of conflict, the service level agreement prevails. NEF may amend conditions, extend deadlines, or withdraw the RFP without reasons.

NEF may amend RFP conditions, validity period, specifications, or extend closing date before closing. NEF reserves right not to accept the lowest bid, to award in whole or part without reasons, and to withdraw the RFP at any stage. RFP and bid response form part of any SLA; SLA prevails in conflict. Bidders may be required to do a presentation with at least 4 days' notice.

Bidders must be registered on CSD. Provide valid Tax Status PIN. Provide CIDB Registration (5GB or higher). Provide COIDA Letter of Good Standing. Provide list of min 3 references with contact details. Attach qualifications, IDs, CVs of key personnel. Provide senior management details, employment equity information, and ownership percentages (Black, Black women, Youth). Attach any affiliations. Bids from juristic persons must be signed by a duly authorised person with a certified board resolution.
