Bidders must meet all mandatory requirements, achieve a minimum functionality score of 75% across six criteria (technical competency, qualifications, facilitation, auditing, ISO system design, content development), and submit all required administrative documents. Disqualification occurs for non-compliance with scope, encumbered intellectual property, or misrepresentation. Bidders must also comply with preferential procurement regulations (B-BBEE).

Scope of work includes:

• Facilitation and training delivery.
• Assessments (marking, moderation, portfolio reviews).
• Content development, reviews, and updates.
• Assessment and examination development and review.
• Consultation and implementation of business improvements and management systems.
• Material development during internal resource constraints.

Required expertise in ISO management system standards:

• ISO 37001 (Anti-Bribery Management Systems).
• ISO 37000 (Governance of Organizations).
• ISO 55001 (Asset Management Systems).
• ISO 45003 (Psychological Health and Safety at Work).
• ISO 45001 (Occupational Health and Safety Management Systems) – SAATCA-accredited; requires valid SAATCA Lead Auditor certificate.
• ISO 14001 (Environmental Management Systems) – SAATCA-accredited; requires valid SAATCA Lead Auditor certificate.
• ISO 13485 (Medical Devices Quality Management Systems).
• ISO 50001 (Energy Management Systems).
• ISO 21001 (Educational Organisations Management Systems).
• ISO 41001 (Facility Management Systems).

Experience and qualifications scoring for functionality evaluation:

• Technical Competency (30%): Score based on years of relevant ISO management system experience (1-5 years).
• Relevant Technical Qualifications (10%): Score based on highest qualification (Matric=2, Certificate=3, Diploma=4, Bachelor’s/Advanced Diploma=5).
• Experience in Facilitation (20%): Score based on years of facilitation experience (1-5+ years).
• Experience in Auditing (10%): Score based on years of auditing experience (1-5+ years).
• Experience in ISO Management System design, development & implementation (20%): Score based on years of experience (1-5+ years).
• Experience in ISO Management Systems Content Development (10%): Score based on years of experience (1-5+ years).

All experience must be demonstrated via detailed CVs.

• SABS may conduct inspections of the bidder’s premises for clarification.
• Proposals must be submitted electronically as PDF files (max 14MB).

• Each proposal must include a detailed description of capabilities against Appendix A and technical evaluation criteria.
• Central Supplier Database (CSD) registration is mandatory for all suppliers.

• Submit an all-inclusive fixed daily rate including VAT.
• Specify the categories/schemes you are applying for.
• Note: SABS rates will be negotiated with bidders prior to contract conclusion.

• Provide an original and valid Tax Clearance Certificate.
• Submit a B-BBEE Status Level Verification Certificate or sworn affidavit.
• Register on the National Treasury Central Supplier Database (CSD) – all suppliers must register at www.CSD.gov.za.
• Complete and submit SBD 4 Bidder’s Disclosure (Appendix E).
• Complete and submit SBD 6.1 Preference Points Claim Form (Appendix G).
• Provide a CSD Report or proof of banking details for international suppliers (Appendix H).
• Submit certified copies of relevant technical qualifications.
• Provide detailed CVs to demonstrate experience and qualifications.
• Adhere to confidentiality and non-disclosure agreements.

Key contractual terms:

• Confidentiality: All information must be kept confidential and covered by a signed non-disclosure agreement (Appendix F).
• Liability: SABS is not liable for any bidder costs, losses, or damages during the RFP process.
• Proposal validity: Proposals remain valid for 180 days from submission; SABS may request an extension in writing.
• Intellectual property: SABS retains ownership of all IP developed; bidder must transfer all rights to SABS.
• No contract until signed: No binding agreement exists until a formal contract is signed by both parties.
• SABS reserves the right to amend, terminate, or cancel the RFP process at any time.
