• Scope: Provide topographical survey services for satellite depots at three locations: Glenvista Depot (coordinates 26°16'54.41"S, 28° 2'14.75"E), Hursthill Depot (26°11'31.40"S, 27°59'22.53"E), and Scott Athol Depot (26° 8'19.71"S, 28° 4'8.13"E).
• Key Deliverables:

• Collect and collate cadastral information for each site from the Surveyor-General's office.
• Conduct field surveys using the Lo-system WGS84 datum and land-survey methods accepted in South Africa.
• Identify/establish permanent survey beacons (spaced ≤300m) set in concrete or on existing permanent structures.
• Produce a Digital Terrain Model (DTM) as ASCII files with a general point spacing of 5m and elevation accuracy not exceeding 100mm mean square error.
• Supply one master drawing in DWG and DXF formats with detailed contours (0.5m interval for slopes <10%, 1.0m for slopes >10%).
• The drawing must show all cadastral boundaries, topographical features, buildings, services, roads, and survey beacons.
• Provide all processed data on a 16GB USB flash drive.

• Planning & Reporting: Submit a project programme using Microsoft Project before work starts, attend monthly progress meetings, and provide all communication in English and in writing.
• Key Personnel & Experience: Your team must include:

• 1 x Professional Land Surveyor/Geomatics Professional (BSc in Engineering Survey or equivalent, 4-5 years' experience).
• 1 x Surveyor (National Diploma/BTech in Engineering Survey or equivalent, 3-4 years' experience).
• Company must have completed at least two relevant projects (submit reference letters or completion certificates).
• Submit CVs, qualifications, reference letters, and professional registration certificates for all key personnel.

• Standards: Work must comply with the South African Geomatics Council (SAGC) Act and code of conduct.
• Additional Costs: Your quoted rates must include all establishment (P&G), servitude registration, and security service costs (aligned with PSIRA Grade E rates).

• Before commencement, provide a detailed activity schedule/programme for each project using Microsoft Project software.
• The programme must include tasks, timeframes, resource allocation, dependencies, start/finish dates, critical path, progress tracking, and incorporate South African public holidays and weekends.
• Ensure you are informed of the Employer's overall implementation programme to avoid delays.

• Minimum Key Personnel per project:

• 1 x Professional Land Surveyor/Geomatics Professional: BSc in Engineering Survey or equivalent, with 4-5 years' experience.
• 1 x Surveyor: National Diploma/BTech in Engineering Survey or equivalent, with 3-4 years' experience.

• Company Experience: Must have completed at least two relevant projects. Submit proof via reference letters or completion certificates.
• Submit CVs, qualifications, reference letters, and professional registration certificates for all key personnel.

• Complete the provided Pricing Schedule (MBD 3.1) with firm prices only.
• The schedule includes items for Preliminary & General, Collation of Cadastral Data, Field Work, Survey Beacons, Digital Terrain Model & Mapping.
• Quantities are specified (e.g., 16,700 m2 for survey, 3 points for new benchmarks, 1 x 16GB USB drive).
• Clearly state unit prices, quantities, and totals. Provide a summary with subtotal, VAT at 15%, and grand total inclusive of all taxes.

• Submit your pricing using the provided Pricing Schedule (MBD 3.1). Only firm prices are accepted; prices subject to exchange rate variations are not allowed.
• The total quotation must be inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, SDL). Separate totals for amounts excluding VAT, VAT amount, and total including VAT must be clearly stated.
• All delivery costs must be included in the bid price.
• The quotation offer must be valid for 60 days from the closing date.
• Disbursement costs not included in your tendered rates must be covered under a separate 'Disbursement Costs' item. Any claimed expenses require pre-approval and proof of payment, with a mark-up not exceeding 10%.
• Establishment costs (Preliminary and General) for mobilization, scope verification, etc., are deemed included in your quotation amounts.

• Mandatory Registration: You must be registered on the Central Supplier Database (CSD).
• Compulsory Returnable Documents:

1. Original valid Tax Clearance Certificate or valid SARS PIN.

• General Compliance:

• No quotations will be accepted from persons in the service of the state.

• The tender is subject to the Preferential Procurement Policy Framework Act (PPPFA) 2000 and its 2022 Regulations.

• A non-compliant affidavit will be scored zero points for the specific goals portion of the evaluation.

• The service provider must ensure the safety of the public, employees, and subcontractors.

• The service provider must report to the principal contractor before entering any construction works site.

• The successful bidder must comply with the General Conditions of Contract (GCC) and any Special Conditions of Contract.

• The service provider must provide all necessary information to facilitate electronic payments.
• All documents, reports, and information produced during the contract are the property of Johannesburg Water and cannot be used for other purposes without prior approval.
• The service provider is responsible for providing all physical resources required for the work.
• Approval from the Engineer is required for stopping any section of the works, except for safety reasons.
• The service provider must report to the principal contractor before accessing any construction site.

• Acceptance of any quotation is subject to Johannesburg Water's Supply Chain Management Policy.
