The SAA Technical (SAAT) is a maintenance, repair and overhaul organization situated in

Johannesburg. It provides services to most major airlines both locally and internationally.

Scope of requirements

The Scope of Work (SOW) outlines the requirements for the repair, overhaul, and ongoing maintenance

of the CFM engines over a three-year period. The objective is to ensure that the engines remain in

optimal working condition, reduce the occurrence of downtime, and extend the operational life of each

engine.

The engines to be serviced are as follows:

⚫ Model: CFM56- 5C4

⚫ Maintenance Requirements: Routine inspections, preventive maintenance, overhauls and corrective

repairs as necessary.

Regulatory Approvals

Bidders must possess the following regulatory approvals and submit

valid certificates as part of their bid:

EASA or FAA approval and SACAA approval. The approval must

specifically include the Operations Specifications (Ops Specs) for the

CFM56-5C4 engine.

If none of the bidders holds SACAA approval at the time of bid

submission, the successful bidder will be granted a period of 90 days

from the date of contract award to obtain the required SACAA

approval.

PHASE 2: Functional Criteria

3. Submission of RFQ

The RFQ pricing and required documents must be clearly addressed via e-mail to:

[email protected] , not later than, 24 September 2026 at 11H00. (GMT + 12 hours)

All the questions must be forwarded to the Procurement Lead by not later than 22 September 2026

4. General terms and conditions RFQ

a. Indemnify SAAT

SAAT shall not be responsible for payment of wages and or any other emoluments to the

staff/workers of the Service Provider so deployed and it shall be the sole responsibility of the

Service Provider to make payment to the said staff/workers in time and the Service Provider

shall at all-time keep SAAT indemnified against any claim from its staff/workers in this regard.

The Service Provider shall indemnify SAAT to make good any claim/penalty/loss or damages

including costs thereof in respect of any breach or violation on any of the provisions of any law

including labour laws governing the Service Provider’s employees or contractors. In case of

failure to make good above losses/expenses to SAAT, the same shall be claimed from the

Service Provider.

b. Arbitration Clause

Any dispute which arises between the Service Provider and SAAT shall be negotiated with each

other in good faith and shall use commercially reasonable endeavours to resolve such dispute

within 15 (fifteen) business days of the dispute being declared. Should the Service Provider and

SAAT be unable to resolve a dispute in accordance with the foregoing, any one of the parties

may refer the matter to arbitration.

The arbitration will be held as an expedited arbitration in Johannesburg in accordance with the

AFSA Rules for Expedited Arbitrations by 1 (one) arbitrator appointed by written agreement

between the parties, including any appeal against the arbitrator’s decision. If the parties cannot

agree on the arbitrator or appeal arbitrators within a period of 10 (ten) business days after the

referral of the dispute to arbitration, the arbitrator and appeal arbitrators shall be appointed by

the Secretariat of AFSA, who shall administer and manage the arbitration proceedings.

c. JURISDICTION

This Agreement will in all respects be governed by and construed under the laws of the

Republic of South Africa.

2. Conditions

➢ The final terms and conditions are subject to negotiations and the issuance of a letter of award

to the successful bidder.

➢ Final payment terms will be negotiated with the successful Service Provider before awarding the

RFQ.

➢ The Service Provider shall provide its best price in response to the RFQ. This price will be

considered together with all other relevant criteria in the quote. The validity period Will be 180

days

➢ The RFQ shall be awarded, whether in whole or in part, at the sole and absolute discretion of

SAAT. SAAT hereby represents that it is not obliged to award this RFQ to any Service Provider.

SAAT is entitled to retract this RFQ at any time as from the date of issue. SAAT is not obliged to

award this RFQ to the Service Provider that quotes the b

The RFQ will be evaluated in line with the Preferential Procurement Regulations of 2022. Phase 3 includes Specific Goals for Black ownership, Black Woman ownership, and persons living with disabilities ownership, with points allocated as per the scoring matrix.

General terms and conditions: SAAT shall not be responsible for payment of wages or other emoluments to the Service Provider's staff; the Service Provider shall indemnify SAAT against any claims from its staff. Disputes shall be negotiated in good faith for 15 business days, then referred to expedited arbitration in Johannesburg under AFSA Rules, with arbitrator appointed by agreement or by AFSA Secretariat. The agreement is governed by the laws of the Republic of South Africa.

The final terms and conditions are subject to negotiations and the issuance of a letter of award. Final payment terms will be negotiated with the successful Service Provider. The Service Provider shall provide its best price, with a validity period of 180 days. The RFQ shall be awarded at SAAT's sole discretion; SAAT is not obliged to award to the best price. If the successful bidder fails to honor its quote, it shall be liable for damages. Bidders are disqualified if they attempt to solicit information from SAAT employees. SAAT will adjust arithmetical errors. Quotations are confidential. The successful bidder shall provide services per scope, enter into a non-exclusive agreement when requested, and be liable for additional expenses if it fails to enter into an agreement timeously.
