1.2. Step 2: functionality criteria
1.2.1. Only bidders who meet and pass all eligibility requirements above (Step 1) will proceed to this phase: the
functionality evaluation stage.
1.2.2. At this stage, bidders will be assessed on the proposed methodology and approach as outlined in Table 4
below.
1.2.3. To pass the Functionality criteria, a bidder must obtain a minimum score of 70 points out of a total of 100
points. Bidders who fail to meet the minimum threshold will be deemed non-responsive and will not be
considered further.
1.2.4. Only bidders who meet or exceed the prescribed functionality threshold will have their
premises visited for physical inspection and subjected to a comprehensive scrutiny on the
review of information submitted versus what is on the ground (Step 3).

7.2 If a Bidder finds or reasonably believes it has found any discrepancy, ambiguity, error or
inconsistency in this RFP or any other information provided by the DBSA (other than minor
clerical matters), the Bidder must promptly notify the DBSA in writing of such discrepancy,
ambiguity, error or inconsistency in order to afford the DBSA an opportunity to consider what
corrective action is necessary (if any).
7.3 Any actual discrepancy, ambiguity, error or inconsistency in this RFP or any other information
provided by the DBSA will, if possible, be corrected and provided to all Bidders without
attribution to the Bidder who provided the written notice.

must be submitted alongside the bid or be made available during the
physical site visit or inspection.
1.3. Step 3: site inspection / physical inspection of the premises
1.3.1. Only bidders who passed all eligibility and functionality requirements above (Step 1 and 2) will proceed to this
phase: the visit for site or physical inspection stage.
1.3.2. A physical site visit will be conducted by the IFISA team for shortlisted bidders only to assess the proposed
office premises.
1.3.3. During the inspection visit, the IFISA team will verify that the proposed office space meets the requirements of
the bid and aligns with the bidder’s written proposal.
1.3.4. The site inspection for each premise shall not exceed a duration of forty-five (45) minutes. Bidders are required
to make all necessary arrangements to ensure seamless access for the IFISA team to the premises. This
includes securing parking for a maximum of four (4) vehicles in close proximity to the site and arranging
adequate security personnel to safeguard the vehicles for the duration of the inspection.
1.3.5. The inspection will focus on the items specified in Table 5 below, which are requirements to be fulfilled during
the inspection. A duly authorized representative of the bidder must be present for the entire duration of the
inspection. The IFISA team will utilize a standard inspection checklist (based on the information listed in Table

1.3.6. A comprehensive inspection report will subsequently be compiled by IFISA at its offices and will form an
integral part of the overall Evaluation Report.
1.3.7. If the availed property is occupied or under refurbishment or construction, the service provider must assure
IFISA that it will be available from 01 January 2027 (through a current lease or completion date of the
construction period) and would meet all requirements stated in this bid without delay.
1.3.8. A bidder that meets all the requirements mentioned above and listed in Table 5 will then be assessed on the

The evaluation of bidders’ submissions will be conducted in accordance with the Treasury prescripts, DBSA
policies and bid conditions, and will encompass the following six key evaluation phases (steps):
a) Step 1: Eligibility Criteria – to determine compliance with the mandatory administrative and statutory

b) Step 2: Functionality Criteria – to assess the bidder’s technical capability and capacity to deliver the
required services;
c) Step 3: Physical Site Inspection/ visit: A physical site visit will be conducted on the proposed office
space as part of due diligence for all shortlisted bidders to ensure that the proposed property or premises
comply with occupational health standards, physical space capacity, and security.
d) Step 4: Price – assess the reasonableness of the price offered, seek clarification and negotiation where
possible.
e) Step 5: Preference – to evaluate the final financial proposal in line with the 80/20 preference-point
systems. Where 80 represents price and 20, BBBEE points; and
f) Step 6: Objective criteria & Risk Analysis: To assess employer’s appetite to risks and other
considerations.

IFISA i.e within 7 days after award or prior to signing of

✓ Security Measures: Checking for adequate perimeter
wall and fencing, access control, secure storage for
sensitive data, and surveillance systems.
✓ Fire Safety: Inspecting unblocked emergency exit
routes, illuminated exit signs, serviced fire
extinguishers, hose reels, and functional smoke
detectors.
✓ Building Accessibility: Verifying compliance with
accessibility laws, including ramps, wide doorways,
elevators, and dedicated parking bays for people with
disabilities.
✓ Indoor Environment: Checking for adequate
ventilation, functional HVAC air conditioning systems,
sufficient natural or artificial lighting, and building
structural integrity
✓ Server Rooms: Inspecting the server environment to
ensure it has dedicated cooling systems, fire
suppression equipment, and restricted access control.
✓ Data and Power Connectivity: Verifying data trunking,
fiber line entry points, network cabling readiness, and
sufficient electrical wall outlets.

operational status of a backup generator or UPS system

by which Tenders must be received.
1.10 DBSA means the Development Bank of Southern Africa Limited.
1.11 DFI means Development Finance Institution.
1.12 Evaluation Criteria means the criteria set out under the clause 26 (Evaluation Process) of
this Part C, which includes the Qualifying Criteria, Functional Criteria and Price and
Preferential Points Assessment (where applicable).
1.13 Functional Criteria means the criteria set out in clause 27 of this Part C.
1.14 Intellectual Property Rights includes copyright and neighbouring rights, and all proprietary
rights in relation to inventions (including patents) registered and unregistered trademarks
(including service marks), registered designs, confidential information (including trade secrets
and know how) and circuit layouts, and all other proprietary rights resulting from intellectual
activity in the industrial, scientific, literary or artistic fields.
1.15 PFMA means the Public Finance Management Act, 1999.
1.16 PPPFA means the Preferential Procurement Policy Framework Act, 2000.
1.17 PPPFA Regulations means the Preferential Procurement Regulations, 2022 published in
terms of the PPPFA.
1.18 Pre-Qualifying Criteria means the criteria set out in clause 26.3 of this Part C.
1.19 Price and Preferential Points Assessment means the process described in clause 26.5 of
this Part C, as prescribed by the PPPFA.
1.20 Proposed Contract means the agreement including any other terms and conditions
contained in or referred to in this RFP that may be executed between the DBSA and the
successful Bidder.
1.21 Request for Proposal or RFP means this document (comprising each of the parts identified
under Part A, Part B, Part C and Part D) including all annexures and any other documents so
designated by the DBSA.
1.22 SARS means the South African Revenue Service.
1.23 Services means the services required by the DBSA, as specified in this RFP Part D.
1.24 SLA means Service Level Agreement.
1.25 SOE means State Owned Enterprise, as defined by the Companies’ Act.
1.26 Specification means the conditions of tender set and any specification or description of the
DBSA’s requirements contained in this RFP.
1.27 State means the Republic of South Africa.
1.28 Statement of Compliance means the statement forming part of a Tender indicating the
successful Bidder(s) or upon the earlier termination of the process.
1.30 Website means a website administered by DBSA under its name with web address
17.1 Bids must be delivered by the Closing Time. The Closing Time may be extended by the DBSA
in its absolute discretion by providing written notice to Bidders.
17.2 Bids delivered after the Closing Time or lodged at a location or in a manner that is contrary to
that specified in this RFP will be disqualified from the Tendering Process and will be ineligible
for consideration. However, a late Bid may be accepted where the Bidder can clearly
demonstrate (to the satisfaction of the DBSA, in its sole discretion) that late lodgement of the
Bid was caused by the DBSA; that access was denied or hindered in relation to the physical
tender box; or that a major/critical incident hindered the delivery of the Bid and, in all cases,
that the integrity of the Tendering Process will not be compromised by accepting a Bid after
the Closing Time.
17.3 The determination of the DBSA as to the actual time that a Bid is lodged is final. Subject to
clause 17.2, all Bids lodged after the Closing Time will be recorded by the DBSA and will only
be opened for the purposes of identifying a business name and address of the Bidder. The

26.1.2 Second Stage – Functional evaluation criteria
26.1.1 Only those Bidders that meet the minimum threshold of 70% for functional
evaluation criteria during the Second Stage will be evaluated further. Bidders

26.1.2 Third Stage – price
26.1.2.1 Those Bidders which have passed the First Stage (Responsiveness Test) and
Second Stage (Functional Evaluation) of the tender process will be eligible to
be evaluated on the Third Stage, based on price, in accordance with the PPPFA
price in the Third Stage of the Bid evaluation, unless the DBSA exercises its
right to cancel the RFP, in line with the PPPFA Regulations.
