Returnable documents — all must be completed, signed and submitted with the quotation:

• National Treasury Central Supplier Database (CSD) registration report.
• Valid B-BBEE certificate or sworn affidavit (to claim specific goals).
• SBD 4 (Bidder's Disclosure Form): discloses whether any director or shareholder is employed by the state or connected to anyone at SABS; false disclosure disqualifies the bid.
• SBD 6.1 (Preference Points Claim Form): claims specific-goal points under the Preferential Procurement Regulations 2022.

Submission method: email to [email protected]. Proposals submitted via a link or "we transfer" will not be accepted. Late submissions will not be accepted. It is the bidder's responsibility to ensure the quotation is received on time.

Two-stage evaluation:

1. Functionality (minimum threshold 80%): scored on a 1-5 scale (Very Poor:1, Poor:2, Average:3, Good:4, Excellent:5) with weights:

• SARA Registration (20%): certificate provided scores 5, not provided scores 0.
• Qualifications (25%): master's degree in operations management/HR/OD scores 5, honours 4, degree 3, diploma 2, no formal qualification 0.
• Experience (25%): over 10 years in organisational development, organisational design, change management, job analysis, comparative analysis, job profiling, job evaluation scores 5, with lower scores for less experience.
• References (30%): 5 or more relevant and contactable reference letters score 5, with lower scores for fewer references.

2. Only bidders meeting the 80% functionality threshold proceed to the 80/20 preference points system (2022): 80 points for price, 20 points for specific goals.

Scope of work (Phase 2 of the Organisational Development Project):

• Conduct job analysis and comparative analysis; ensure job incumbents and line managers sign job profiles before evaluation and grading using the Peromnes job grading system.
• Finalise all job profiles (75 job profiles).
• Complete the job evaluation process (75 roles).
• Develop the short-term incentive (STI) framework for SABS.
• Develop the pay progression model.
• Develop the career development and progression framework.

Project duration: five months.

The bidder must conduct job analysis and comparative analysis, and ensure job incumbents and line managers sign the job profiles before evaluation and grading using the Peromnes job grading system. Deliverables include finalisation of 75 job profiles, completion of job evaluation for 75 roles, development of the short-term incentive (STI) framework, pay progression model, and career development and progression framework.

The proposed resource must hold a SARA registration certificate. Must have a master's degree in operations management/HR/OD (diploma scores lower). Must have over 10 years of experience in organisational development, organisational design, change management, job analysis, comparative analysis, job profiling, and job evaluation. Provide a detailed CV and certified copies of qualifications (not older than 6 months). Provide contactable reference letters (not older than 7 years) on company letterhead, including description of services, client name, contact person, and contact details.

Quotation must be on company letterhead and include, but not be limited to:

• All inclusive of VAT.
• Venue (if applicable).
• Transportation cost (if applicable).
• Disbursement.
• Fixed price; where foreign currencies are involved, bidders should make provision for forward cover.

No upfront or advance payment will be made; payment only in accordance with delivery of service or goods agreed upon. The SABS is not responsible for any bidder costs incurred in preparing or submitting the quotation.

Resource requirements:

• Proposed resource must hold a South African Reward Association (SARA) registration certificate.
• Proposed resource must have a master's degree in operations management/HR/OD and over 10 years of experience in organisational development, organisational design, change management, job analysis, comparative analysis, job profiling, and job evaluation.
• Certified copies of qualifications must not be older than 6 months.
• Bidders must provide contactable reference letters (not older than 7 years) on company letterhead, including description of services, client name, contact person, and contact details.

The SABS will not make an upfront or advance payment; payment only in accordance with agreed delivery of service or goods. The SABS is not responsible for any bidder costs incurred in preparing or submitting the quotation. The SABS will not be bound by any legal or contractual terms included in the bidder's quotation. The bidder's quotation must remain valid for 120 days from the closing date; the SABS may extend this by 60 days by written notice, without requiring bidder consent.

Bidders must submit the following documents with the quotations: National Treasury Central Supplier Database (CSD) registration report, a valid copy of BBBEE certificate or Sworn Affidavit (to claim specific goals), SBD 4 Bidders Disclosure Form, and SBD 6.1 Preference points claim form in terms of the Preferential Procurement Regulations 2022.

Functionality is scored on a 1-5 scale with weights: SARA Registration (20%), Qualifications (25%), Experience (25%), References (30%). Minimum functionality threshold is 80%.
