Evaluation follows the 80/20 preference point system (80 points price, 20 points specific goals). Bidders must first pass a functionality evaluation with a minimum threshold of 70%. Functionality is scored on a 1-5 scale across four criteria: Company Experience (50%) – five or more contactable, certified reference letters for similar projects completed within the last five years; Personnel Qualifications (20%) – N3 in Mechanical Engineering with certified copy; Mechanical/Fittings Trade Test Certificate (20%) – valid certificate; Workmanship Letter (10%) – valid letter. Only bidders meeting the specified requirements proceed to the 80/20 preference evaluation.

Scope: supply, installation and commissioning of an extraction fan system. Engineering and design: conduct site survey, determine dust generation rates, design system to maintain safe airborne dust levels, prepare layout drawings (hoods, ducting, dust collector, fan, exhaust stack), comply with occupational health, safety and environmental regulations. Supply equipment: dust extraction hoods/canopies at pulveriser discharge and feeding points, flexible connectors, dust collectors (bag/cartridge/cyclone), extraction fan/blower, motor and driver, dust collection bins/hoppers, dampers, exhaust stack, support structures, electrical control panel and instrumentation. Mechanical installation: fabricate and install ductwork, hoods, dust collectors, fan, support steelwork, align and fix equipment, install dust discharge arrangement, seal duct joints. Electrical and controls: power supply to fan motor, control panel, motor protection, emergency stop, interlocking with pulveriser if required. Testing and commissioning: inspect installation, measure airflow and static pressure, test fan performance, check filter integrity, inspect for dust leakage, balance system, demonstrate operation under load, submit commissioning report. Documentation: equipment datasheets, operation and maintenance manuals, test and commissioning records, spare parts list, warranty documentation. Deliverables: fully installed and operational system, compliance with air quality standards, commissioning certificate, completed documentation, 12-month warranty. Painting: wash and prepare walls, paint where applicable.

Personnel qualifications: bidder must have N3 qualification in Mechanical Engineering and provide a certified copy. Mechanical/Fittings Trade Test Certificate: valid certificate required. Workmanship letter: valid letter required.
