Evaluation stages: Bidders are first evaluated on functionality (100 points) with a minimum threshold of 75 points. Bidders scoring below 75 are not evaluated further. Those passing proceed to price and specific goals under the 80/20 preference points system (applicable to RFQs above R30,000 up to R1,000,000).

Functionality scoring (total 100):

• Company experience: 50 points, based on appointment letters or purchase orders plus goods received notes for similar services (10 points per letter, max 50). Letters must include project name, contract value, and client contact details. Proof must show experience in printing PPE.
• Project Manager experience: 40 points, based on years of practical experience in similar services: 4+ years = 40, 3+ years = 30, 2+ years = 20, 1+ year = 10.
• Company profile: 10 points, clear profile showing address, contact details, and experience.

Specific goals (80/20 system, 4 points each; 90/10 system, 2 points each):

• At least 51% woman ownership.
• At least 51% youth ownership.
• Local service provider in uMkhanyakude District or uMfolozi Local Municipalities.
• Black ownership more than 51%.
• At least 51% ownership by people living with disabilities.

Proof for specific goals: CSD full report, company registration certificate, director's ID copy, proof of residence, or director's medical certificate/report.

Pricing: The service fee/quotation must be submitted. The evaluation uses the 80/20 preference points system for RFQs above R30,000 up to R1,000,000. Professional fees may not exceed applicable rates based on National Treasury, DPSA fees guidelines, or relevant professional body guidelines. Travelling costs must be based on SARS rates or iSimangaliso policy.

Payment: Payments are made within 30 days of Finance receiving the invoice. No upfront payments will be made.

Mandatory compliance:

• Central Supplier Database (CSD) registration, with full report submitted.
• Valid SARS Tax Pin (or TCS certificate/PIN). For consortia/JVs/subcontractors, each party must submit a separate TCS certificate/PIN/CSD number.
• Not listed on the National Treasury restricted suppliers database.
• Not an employee of the state.
• Complete the GCC contract and environmental record.
• All certifications must not be older than 6 months.
• SBD forms must be completed in black ink.
• Authority to Sign RFQ where applicable.
• Project Technician's certified copy of Diploma in Graphic Design or similar.
• Specific goals proof: CSD full report, company registration certificate, director's ID copy, proof of residence, or director's medical certificate/report.
• SBD 4 (Bidder's Disclosure): discloses employment by organ of state, relationships with procuring institution, and related enterprises; false disclosure leads to disqualification.
• SBD 6.1 (Preference Points Claim): claims specific goals points.
• SBD 8 (Declaration of Bidder's Past Supply Chain Management Practices): declares any abuse of SCM, fraud, or failure to perform on previous contracts.

The PPE is procured to ensure compliance with health and safety standards. Bidders must complete an environmental record declaring whether they have committed any offence in the Park or been issued with notices alleging breach of Park Rules or environmental legislation. Failure to complete this record is a disqualification criterion.

Contract terms: The successful bidder will be required to fill in and sign a written contract form (SBD 7). The bid is subject to the Preferential Procurement Policy Framework Act, 2000, the Preferential Procurement Regulations, the General Conditions of Contract (GCC), and any applicable special conditions. The quotation must remain valid for 90 days after submission. iSimangaliso reserves the right to enter negotiations on any terms including price, not to accept the lowest quotation, correct mistakes, cancel or terminate the RFQ at any stage, and accept part of the terms of reference rather than the whole. Professional fees must not exceed National Treasury/DPSA guidelines. Travelling costs must be based on SARS rates or iSimangaliso policy. Payments are made within 30 days of invoice receipt; no upfront payments.

iSimangaliso reserves the right to enter negotiations with a prospective service provider regarding any terms and conditions, including price; not to accept the lowest quotation; correct any mistakes; cancel or terminate the RFQ at any stage; and accept part of the terms of reference rather than the whole. Professional fees must not exceed National Treasury, DPSA fees guidelines, or relevant professional body guidelines. Travelling costs must be based on SARS rates or iSimangaliso policy.
