The Amakhosi Cluster 3 Markets initiative is a market activation programme targeting informal and formal trading environments at three airports: King Shaka International (premium flagship retail), King Phalo (community-focused experiential market), and Chief Dawid Stuurman (SMME-focused curated marketplace). Scope includes: market activation planning, on-the-ground execution, infrastructure and setup, market design and layout, and retailer and SMME support. Deliverables: entertainment, photography and videography, technical and staging, infrastructure (gazebos/tents), furniture and hiring, DERCO elements, printing and production, transportation, permits, and safety file. Infrastructure includes custom-built pagodas, lighting, retail furniture, signage, branded elements, and stage/sound system. The supplier must support onboarding of existing airport retailers and SMMEs, providing pagoda space, branding support, and setup guidance.

The supplier must provide an implementation plan and approach, including a creative concept design with execution plan, clear timelines, and delivery plan to the airports. The plan must cover market activation planning, on-the-ground execution, infrastructure and setup, market design and layout, and retailer and SMME support. The execution plan must be tailored to informal and semi-formal trading environments, identify optimal activation points, and ensure adaptability to different market conditions and layouts.

Company experience: minimum 5 years in event management, market activations, experiential marketing, exhibitions, festivals, or similar large-scale public events. Submission of portfolio of evidence (POE) images of previous work is required. References: three contactable reference letters or completion certificates from previous clients in the same fields, on client letterhead with name, signature, and contact details.

Pricing schedule items: Entertainment, Photography and Videography, Technical and Staging, Infrastructure Gazebos/Tents, Furniture and Hiring, DERCO Elements, Printing and Production, Transportation Cost, Permit Cost (provisional sum R20,000), Safety File. A 10% refundable contingency fee must be included. Bidders must price using the prescribed schedule; failure to do so may lead to disqualification. Disbursements are reimbursed at actual cost with proof of expenses.

Pricing must be submitted on the prescribed schedule, with a price breakdown per item (Annexure C). A 10% refundable contingency fee must be included, used only with prior approval for unforeseen expenses and refunded if unused. Permit cost is a provisional sum of R20,000, paid on proven cost. Disbursements are reimbursed at actual cost with proof of expenses. Prices must remain valid for a minimum of 30 days from closing date. The bid validity period is 120 business days, during which prices must remain firm. Failure to price on the prescribed schedule may lead to disqualification.

Validity period of 120 business days for the bid. Prices must remain firm and valid during this period. ACSA reserves the right to award whole or part, split award, negotiate with shortlisted bidders, award to a bidder other than the highest scoring, reject the lowest acceptable bid, and cancel the bid. Changes to the bid document will lead to disqualification. Confidentiality of information: ACSA will not disclose bidder information without written approval; bidders must not disclose information to third parties without written approval. 3.2.1. Points awarded for price

A maximum of 80 or 90 points is allocated for price on the following basis:

4. Points awarded for specific goals

4.1. In terms of Regulation 4(2); 5(2); 6(2) and 7(2) of the Preferential Procurement Regulations, preference

points must be awarded for specific goals stated in the tender. For the purposes of this tender the

tenderer will be allocated points based on the goals stated in table 1 below as may be supported by

proof/ documentation stated in the conditions of this tender:

4.2. In cases where organs of state intend to use Regulation 3(2) of the Regulations, which states that, if it is

unclear whether the 80/20 or 90/10 preference point system applies, an organ of state must, in the tender

documents, stipulate in the case of—

(a) an invitation for tender for income-generating contracts, that either the 80/20 or 90/10

preference point system will apply and that the highest acceptable tender will be used to

(a) disqualify the person from the tendering process;

(b) recover costs, losses or damages it has incurred or suffered as a result of that

person’s conduct;

(c) cancel the contract and claim any damages which it has suffered as a result of

having to make less favourable arrangements due to such cancellation;
