Price/preference scoring:

• 90/10 price/preference points system applies to responsive tenders above R50 million (VAT inclusive).
• Preference points for Specific Goals: >15% of total expenditure = 3 points.

Evaluation stages: responsiveness check, functionality scoring (minimum 105), then price/preference scoring. Highest total adjudication points wins. A Standby Bidder may be identified for award if the contract is terminated.

Scope: Technologies for the Enablement of Smart Transportation in Cape Town. Contract period: 36 months from commencement.

Work categories (for experience and delivery):

• CCTV with associated video analytics for people and vehicle counting.
• Data / Network Centre supporting systems with associated HVAC, electrical reticulation, UPS and generator installations.
• Bespoke transport software development with associated data analytics and dashboarding.

Equipment offered under Schedule A (Physical Infrastructure) and Schedule B (Digital Infrastructure) must be from an approved OEM partner.

Tenderer must be registered with PSIRA (or provide a signed subcontractor undertaking for the CCTV works).

Two-stage system: not followed.

Entity track record: at least one completed project in each of three categories within the past 10 years — CCTV with video analytics (R10m+), Data/Network Centre Supporting Systems (R15m+), and Bespoke Transport Software Development (R10m+). Evidence via Taking Over Certificate or reference letter from the client or engineer, submitted with Schedules F.13.B.a, F.13.B.b, F.13.B.c. Experience can be claimed for JV partners, but only for the proportion of work completed by the entity. Key resources: six positions (Senior Technician, Solutions Architect, Engineering Professional, Senior Project Manager, Senior Software Developer, Senior Cyber Security Professional) each scored on NQF level and experience; one person per position, no sharing; Project Manager must be full-time; key personnel may not be replaced without prior written approval; international qualifications must be SAQA approved.

Bidders must cooperate with the CCT's external service provider for due diligence reviews and risk assessments upon written instruction. Samples, inspections, tests and analysis may be required; samples submitted for testing may not be returned in the same state or at all. Unsuccessful bidders will be advised by the Project Manager or dedicated CCT official to collect samples.

Pricing must follow the Price Schedule (C.4). The 90/10 price/preference system applies to tenders above R50 million (VAT inclusive). Price points are based on the sum of prices/rates in relation to estimated quantities. Arithmetic errors are corrected: amounts in words govern, line-item totals govern over unit rates, and the total of prices governs with possible revision of item prices. Excessively low, high, or unbalanced rates may require justification and amendment. The tender fee is R200 for a hard copy (not applicable to website downloads).

Pricing: Tenderer must comply with the pricing instructions in the Price Schedule (C.4). Prices/rates must cover all goods and services specified. Price scoring based on the sum of prices/rates in relation to estimated quantities.

Arithmetic errors: CCT will correct errors — amounts in words govern over figures; line-item totals govern over unit rates; total of prices governs and tenderer may be asked to revise item prices.

Unacceptable rates: If rates or lump sums are excessively low/high or unbalanced, the tenderer may be required to provide evidence and arguments in support; the CCT may request amendments.

Validity: Tender offer must remain valid for 120 days after closing date, extendable to 12 months, and further by up to 6 months by mutual agreement.

The tenderer must comply with the Occupational Health and Safety Act and its regulations, and provide a Health and Safety Specification as part of the contract. The tender document includes an Occupational Health and Safety Agreement (C.3) that must be completed.

The contract period is 36 months from the commencement date. A single tenderer will be appointed, with a Standby Bidder identified for award if the contract is terminated. The CCT may cancel the tender before award if needs change, funds are unavailable, no acceptable tenders are received, there is a material irregularity, or market-related pricing cannot be negotiated. Disputes and objections must be lodged within 14 days of the decision; appeals under Section 62 of the Systems Act within 21 days. An appeal administration fee of R300 applies, with a possible surcharge for vexatious appeals. The tender offer must remain valid for 120 days after closing, extendable to 12 months and further by up to 6 months by mutual agreement.
