Mandatory documents that cause automatic disqualification if missing:

Two-stage evaluation:

1. Mandatory compliance (Phase 1): bidders must submit a valid SANAS-accredited verification agency certificate at closing and award, plus all mandatory documents listed above. Non-compliance = automatic disqualification.
2. Functionality/technical evaluation (Phase 2): scored out of 80 points; minimum qualifying threshold is 55/80. Bidders below 55 are declared non-responsive and do not proceed to price evaluation.

Functionality criteria and weightings:

• Proven Experience & Capabilities (15-20 pts): detailed company experience on ICT Sector Code B-BBEE verifications with contactable reference letters on client letterhead (not older than 5 years). <3 letters = 0; 3-5 = 15; 5-10 = 20. Letters not meeting requirements are disqualified.
• Team Members Experience & Qualifications (5-10 pts): CVs of up to three resources with NQF Level 6 qualifications in Finance, Auditing, Accounting, Law, etc. <2 years = 0; 2-5 years = 5; 5-10 years = 10.
• Experience & Knowledge in Broadcasting Environment (5-10 pts): proof of projects in broadcasting. 1-3 projects = 5; 4-5 projects = 10.
• Methodology (20 pts): comprehensive methodology from inception to project closure (debriefing).
• Project Timelines (10-20 pts): delivery lead time with milestones. 6 weeks = 20; 7-10 weeks = 15; >10 weeks = 10.

Total functionality: minimum 55, maximum 80.

Price and Specific Goals (80/20 preference point system):

• Price: maximum 80 points using the formula Ps = 80(1 - (Pt-Pmin)/Pmin).
• Specific Goals (20 pts): EME/SME 51% Black-owned = 10; 51% Black-owned = 5; 51% Black women-owned = 3; Black Youth = 2. Bidders not meeting specific goals score zero but are not disqualified.

Award: highest total points (functionality + price + specific goals). Ties decided by drawing of lots.

Objective criteria: SABC reserves the right not to award based on poor past performance, blacklisting, fraud, financial instability, cooling-off periods for former employees (12 months, 5 years if dismissed, until criminal record expunged), and Board member conflicts (12-month cooling-off).

Scope: Appointment of a SANAS-accredited B-BBEE verification agency for a three-year contract to conduct annual B-BBEE verification and accreditation for SABC Group.

Services required:

• Conduct B-BBEE verification in accordance with the B-BBEE Act 53/2003 (as amended), DTI Codes of Good Practice, and ICT Sector Code.
• Provide a verified consolidated B-BBEE certificate and comprehensive reports for each B-BBEE element.
• Provide written progress reports to SCM Division (BEE & ED Unit) as required.
• Work managed through a jointly agreed detailed work plan finalised with the Manager: BEE and Enterprise Development.
• Conduct a debrief of the full BEE report post-audit.

Bidder requirements:

• Extensive experience and understanding of B-BBEE strategy, policy, National B-BBEE Strategy Framework, DTI Codes (ICT Sector), ICT BEE Charter for state-owned companies.
• Familiarity with B-BBEE verification challenges and risk mitigation.
• Project management competency: initiation, monitoring, evaluation, administration, stakeholder coordination.
• Excellent reporting, verbal and written communication skills.

Proposal must include:

• Comprehensive methodology for the verification process.
• Summary of similar work undertaken.
• Company profile and CVs of assigned resources (qualifications and experience).
• At least three contactable references from previous B-BBEE verification clients.
• Proposed project plan with clear timelines, resources, and detailed total cost.
• Any additional likely cost items not specifically covered.

Contract duration: Three years.

Location: SABC Auckland Park (head office).

Bidder must submit a comprehensive methodology outlining how the B-BBEE verification process will be conducted from inception to project closure (debriefing). The methodology is a scored functionality criterion (20/20 points). The work will be managed through a jointly agreed detailed work plan finalised with the Manager: BEE and Enterprise Development. Written progress reports must be provided to the SCM Division (BEE & ED Unit) as required. A debrief of the full BEE report is required post-audit.

Bidder must demonstrate: extensive experience and understanding of B-BBEE strategy, policy, National B-BBEE Strategy Framework, DTI Codes of Good Practice (ICT Sector), and ICT BEE Charter for state-owned companies; familiarity with B-BBEE verification challenges and risk mitigation; project management competency (initiation, monitoring, evaluation, administration, stakeholder coordination); excellent reporting and communication skills. Proposal must include: summary of similar work; company profile and CVs of assigned resources (up to three, NQF Level 6 in Finance/Auditing/Accounting/Law); at least three contactable references from previous B-BBEE verification clients (reference letters on client letterhead, not older than 5 years); proof of projects in broadcasting environment (1-3 projects = 5 pts, 4-5 projects = 10 pts).

Pricing Schedule (Annexure F) requires a detailed cost breakdown for Year 1, Year 2, Year 3, and total VAT-inclusive contract value. Financial/pricing information must be submitted in a separate attachment from the technical response. Indicative cost should reflect all direct and indirect costs associated with rendering the services.

Payment terms: SABC will effect payment 60 days after the service provider has rendered the service and submitted an invoice/statement.

No bonds, guarantees, or insurance requirements are specified in the document.

Financial stability assessment: SABC reserves the right not to award to any bidder who fails a financial stability assessment.

Cost of bidding: bidder bears all preparation and submission costs; SABC accepts no liability regardless of outcome.

B-BBEE: SABC holds Level 3 contributor certificate (expires 16 July 2027); annual turnover > R50 million. Specific goals scored per SBD 6.1 table (EME/SME 51% Black-owned = 10, 51% Black-owned = 5, 51% Black women-owned = 3, Black Youth = 2). No minimum B-BBEE level is stipulated for bidders; specific goals are scored but do not disqualify.

Other: No contract awarded to blacklisted bidders, those with fraud/misrepresentation (tax, financials), or those failing financial stability assessment. Cooling-off periods apply for former SABC employees (12 months resignation/retirement, 5 years dismissal, until criminal record expunged) and Board members (12 months).

Contract duration: three years. Payment: 60 days after service rendered and invoice submitted. SABC reserves the right not to award based on poor past performance, blacklisting, fraud/misrepresentation, financial instability, or conflicts of interest. Cooling-off periods: former SABC employees — 12 months after resignation/retirement, 5 years after dismissal, until criminal record expunged; Board members — 12 months after leaving Board. SABC will not procure from Board members or their businesses. SABC may cancel the RFQ at any time, negotiate with preferred bidders, clarify information without informing others, and select on greatest benefit not lowest cost. Bidder bears all bidding costs.
