Three-stage evaluation:

1. Stage 1 – Administrative Responsiveness: supplier must be registered on Sentech Supplier Database, tax compliant, quotation on letterhead, signed in black ink, submitted before deadline.
2. Stage 2 – Functional Evaluation: proposals that comply with mandatory eligibility criteria (as per Annexure 1) are evaluated against functional criteria. Only those meeting minimum requirements proceed.
3. Stage 3 – Price and Preference: 80/20 preference point system.

• Price: 80 points, lowest acceptable bid scores full marks; formula Ps = 80[1 - (Pt - Pmin)/Pmin].
• Preference points: 20 points total, awarded based on B-BBEE/HCI status:
• Historically disadvantaged (race): 8 points for ≥51% black ownership, 3 for 25.1-50%, 1 for 5-25%, 0 for <5%.
• Historically disadvantaged (women): 10 points for ≥51% women ownership, 6 for 25.1-50%, 2 for 5-25%, 0 for <5%.
• Disability: 2 points with doctor's note confirming disability.

Scope: Supply, manufacture, deliver, install, test and commission security doors and gates at HOLY CROSS site (Durban OC, Sentech Southern Region).

Items:

• Double-swing Clear View security gate (approx. 4.71m W x 2.45m H, HDG steel, mesh infill 12.6mm x 76.2mm, PVC coated, anti-vandal lock).
• Industrial roller shutter components (HDG interlocking steel slats, Z275 coating, 0.8-1.0mm thick, to match existing profile, bottom rail with weather seal).
• High-security single steel door (approx. 900mm x 1780mm, 3mm steel plate, three-point multi-locking, dog bolts, anti-twist striker, fire-resistant seals, 316 stainless steel finish).
• High-security double steel door (approx. 2.35m x 2.42m, similar specifications, emergency exit function).
• Electronic access control magnetic locking system for diesel tank room (electromagnetic lock, mobile app control, keypad, hidden bypass switch, backup battery).

General requirements: site verification before manufacture, materials hot-dip galvanised per SANS 121/ISO 1461, stainless steel Grade 316, installation plumb and level, testing and commissioning of all components, handover documentation (as-built drawings, product data sheets, warranty certificates, commissioning reports, O&M manuals, photographic record).

Project duration: 2 weeks from safety file approval.

Contractor must submit a detailed construction programme within 7 days of appointment.

All works subject to inspection by the OC or IS Manager. Contractor must rectify defects identified during inspections at own cost. Materials must be traceable and compliant with specified standards (SANS 121/ISO 1461, Grade 316 stainless steel). Testing and commissioning required for all mechanical and electronic components. Contractor must also comply with Sentech's Health and Safety Specifications. Site must be kept clean and waste removed to licensed facilities.

Works executed under General Conditions of Contract for Construction Works (GCC 2025). Contractor responsible for all labour, materials, plant, tools, transport, supervision, testing, commissioning and incidental works. No upfront payments. Price adjustments only with written Sentech approval. Sentech may cancel or not award the RFQ at its discretion. The contract comes into effect when the contractor receives a fully completed original copy of the Form of Offer and Acceptance. Contractor must arrange securities, bonds, guarantees and proof of insurance within 2 days of acceptance.
