The assignment covers legislative and regulatory review, a regulatory gap analysis, a technical approval framework for new railway operations, infrastructure, rolling stock, technologies, testing and commissioning, stakeholder consultation, and an equitable fee framework for prescribed regulatory services. Bidders must field a team including a project director, legislative drafting specialist, railway engineering specialist and railway operations and safety specialist, and must reach at least 70 of 100 functionality points before price and preference are considered. Quotations close at 15:00 on 06 november 2026 and are submitted by email only.

Company experience: 20 points for contactable, dated and signed reference letters on regulation-drafting projects including public consultation completed within the past 10 years — 5 references = 20, 4 = 16, 3 = 12, 2 = 8, 1 = 4, 0 = 0.
Team qualifications and experience: 40 points, assessed from CVs showing years of relevant experience and certified copies of academic certificates certified no more than 6 months ago; foreign qualifications must be verified by SAQA at the bidder's cost.
Approach to work: 30 points, split between a methodology aligned to the project plan and deliverables (15) and a project implementation plan with milestones and timelines (15).
