Supply and delivery of office stationery to eastern cape government departments on an as-and-when-required basis over 36 months, awarded as a transversal contract to appointed service providers. Bidders price 44 listed items across ring binder and slide binder elements, pens, sharpeners, pencils, scissors and rulers, and correction pens, using the annexure a pricing schedule, which also requires the bidder's name and the region and district being bid for. The pricing schedule is the decisive returnable: a unit price is needed against every one of the 44 items, plus a separate price per box or pack where the item is supplied in packs, and an incomplete or unpriced schedule leaves the offer unresponsive. Bids close on 2 november 2026 at 11:00.
Key Requirements
Closing deadline: 2 November 2026 at 11:00 — no priced offer received after this time can be considered.
Pricing schedule (Annexure A): a unit price must be entered for all 44 listed items, with an additional price per box/pack for pack-priced items; an incomplete or unpriced schedule makes the bid unresponsive.
Bidder identification on the schedule: the bidder's name must be completed and the specific region and district being bid for must be stated.
Scope to price (44 items in seven groups): ring binder elements (14 items, including 6mm–45mm 21-ring elements and 51mm black plastic elements), slide binder elements (4 items, 5mm–15mm), pens (14 items), sharpeners (4 items), pencils (5 items), scissors and ruler (2 items), correction pens (1 line covering 8ml and 12ml metal-tip pens).
Brand specifications: Bantex or equivalent ring binders and Rotring Tikky RD or equivalent clutch pencils are permitted, but designated pen models — BL-G2-0.7, BAB-15F-B-BG, BAB-15M-B-BG, BK-101, UB-157, BLN 15 and BLN17 — must be quoted as specified.
Pricing basis: fixed unit prices, with unit prices also applied for contract management purposes, so unrealistically low rates carry contract risk.
Contract term: 36 months, supplied as and when required to the Eastern Cape Government.

Supplier performance

All information about participating departments must be treated as confidential and may not be disclosed to any person or the media.
Departmental rights
The department may award in part or in full, decline all bids, amend or withdraw bid conditions, cancel or terminate the process at any stage, negotiate with preferred bidders, conduct site inspections or product evaluations, award on best value rather than lowest price, correct evaluation errors, and terminate the contract after award where necessary.
The same line item may be awarded to more than one bidder to address availability, risk, compatibility and cost effectiveness.
Counter conditions or amendments to bid conditions invalidate the bid.
Due diligence may be conducted before award or during the contract, including announced or unannounced site visits; misrepresentation may disqualify the bid.
