Bids must be submitted in a sealed envelope marked with the tender reference and title, deposited in the bid box at the Department of Public Works and Infrastructure, Corner Nkosi Senyukele Jojo and Ngqubusini Street off Ntsizwa Street, Mt Ayliff 4735, by 11:00 on 14 October 2026. Late, faxed, emailed or electronically submitted bids will not be accepted; proof of posting is not proof of delivery.

Bid documents are downloadable free from www.ecdpw.gov.za/tenders or the National Treasury eTender portal from 11 September 2026; no paper copies are issued at departmental offices.

Returnable documents include SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), the Compulsory Enterprise Questionnaire, the Form of Offer and Acceptance, priced Bills of Quantities with Final Summary, a CSD report, a valid CIDB certificate, POPIA consent, and a resolution authorising the signatory. Joint ventures must submit a certificate of authority and separate enterprise questionnaires for each partner.

The Form of Offer and Acceptance must be fully completed and signed; if it carries no value the bid is treated as no offer. Amounts in words govern over amounts in figures.

Only one offer per bidder is allowed; alternative offers will not be considered. All trades in the Bills of Quantities must be priced except provisional sums and allowances.

Evaluation is in three phases: (1) compliance and responsiveness to the bid rules; (2) functionality with a minimum threshold of 70 out of 100; (3) PPPFA 2022 preference points under the 80/20 system.

Functionality scoring: expertise of key personnel 35 points, relevant project experience 40 points, project references 25 points. A bidder scoring below 70 on functionality is disqualified.

Price is scored out of 80 points and specific goals out of 20 points. SBD 6.1 must be completed and signed to claim specific-goal points; failure results in no specific-goal points. Joint ventures must submit a joint venture agreement and specific-goal points are allocated proportionately.

Specific-goal claims require a Cipro (CK) certificate and certified ID copies as proof of ownership.

The tender will be awarded as a whole to the highest point scorer unless circumstances justify otherwise. All trades in the Bills of Quantities must be priced; failure to do so may lead to elimination or passing over of the bidder.

Scope: repairs and renovations to Imizizi Clinic, Amadiba Clinic, St Patricks Gateway Clinic and the Oliver & Adelaide Tambo Psychiatric Unit (OARTH) in Alfred Nzo District.

Construction period: eight months, fixed.

Contract: JBCC Edition 6.

Works are defined by the Scope of Works, Bills of Quantities, drawings and site information; all trades in the Bills of Quantities must be priced.

Where brand names are specified, an equivalent or better item may be offered.

Construction health and safety requirements, an occupational health and safety specification and a baseline risk assessment form part of the tender pack. EPWP requirements and specifications apply.

Prices must be stated in Rands, fixed for the contract duration, and include all duties and taxes except VAT; VAT must be shown separately.

Pricing format: priced Bills of Quantities including Final Summary. The Form of Offer and Acceptance total takes precedence over other totals, and amounts in words govern over figures.

Tender security: not required (stated as N/A).

The preferred tenderer must provide an approved insurer undertaking for a Performance Bond / Guarantee / Surety / Security in line with DPW policy.

VAT vendors must include VAT at 15%; non-vendors who include VAT in prices will be given 21 days to register as VAT vendors after appointment.

If the offer is not market-related, the department may negotiate to a reasonable amount; bidders may not increase their offers during negotiation.

CSD registration is mandatory; proof of registration must be submitted with the bid and tax matters must be in order. Tax compliance is verified through CSD; a preferred bidder gets 7 days to rectify tax matters.

CIDB grading: 4GB, 3GB PE or higher in General Building (GB); the grading must be active from advertisement through award. Joint ventures: every member must be CIDB-registered in GB, the lead partner must hold the required grade, and the combined grading must meet the requirement.

Returnable compliance forms: SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), the Compulsory Enterprise Questionnaire, POPIA consent, and the Schedule for Local Production Declaration.

A valid CIDB certificate and a CSD report must be submitted; a letter of good standing from the Compensation Fund or a licensed insurer is required.

Specific-goal claims require a Cipro (CK) certificate and certified ID copies.

Bidders must not be listed on the Register of Tender Defaulters and must not have abused the employer's supply chain management system or failed on previous contracts.

Bidders must undertake to maximise sourcing of building material from Eastern Cape based suppliers or manufacturers.

A resolution authorising the signatory must be submitted; failure to prove authorisation renders the bid non-responsive.
