The border management authority requires the once-off supply and delivery of borderline tools: petrol industrial chain saw machines (12) and brush cutters (6), hand tools including axes (12), pliers (20), wire pullers (15), 750 mm and 530 mm bow saws (15 each), pipe hammers (15) and garden shears (15), plus safety goggles (30), chain saws (30), 1 litre oil (50), 1 litre 2-stroke oil (50) and heavy-duty leather gloves (30). Bidders must quote firm prices on sbd 3.1 With VAT at 15% added and all delivery costs included, and the offer must remain valid for 120 days from closing. The decisive consideration is that the 20 preference points are claimed against specific goals, so an active b-bbee certificate or sworn affidavit and a complete, signed returnable pack must reach the designated submission platform by 11:00 on 2 november 2026.
Closing and submission: bids close on 2 November 2026 at 11:00 and must be lodged through the designated submission platform; late bids are rejected and no quotation may be sent to the enquiry email addresses.
Pricing: only firm prices are accepted on SBD 3.1 — non-firm prices or exchange-rate-variable prices are excluded; quote exclusive of VAT with VAT at 15% added, include all delivery costs, and keep the offer valid for 120 days.
Preference points: the 80/20 system applies — 80 points for price and 20 for specific goals (black ownership 10, women 4, youth 3, military veterans 3); an active B-BBEE verification certificate or sworn affidavit (EMEs and QSEs) must be attached or the goal points are forfeited.
Compliance registrations: a Central Supplier Database registration number and a valid SARS tax compliance status PIN are required, with a printed TCS certificate acceptable; each consortium, joint venture or subcontractor party must submit its own TCS certificate, PIN or CSD number.
Returnable pack: SBD 1, Part B terms and conditions, the CSD correctness declaration, SBD 3.1, SBD 4 (every question answered), SBD 6.1 with B-BBEE proof, SBD 7 on award, and a board resolution signed by all directors, members or partners authorising the signatory; missing, unsigned or incomplete forms invalidate the bid.
Disqualification risks: bids are not considered from persons in the service of the state or from companies or close corporations whose directors or members are, and bidders on the Register for Tender Defaulters or the List of Restricted Suppliers are automatically excluded; fronting is not supported.
Delivery and payment: no briefing session or site visit is indicated; bidders must state brand, model, country of origin, specification compliance, deviations and delivery lead time in days or weeks, payment follows within 30 days of an approved invoice, and late delivery attracts a penalty at the prime interest rate per day of delay.
