Supply and delivery of galvanised concrete palisade fencing for the riviersonderend government water scheme at theewaterskloof dam, construction south, in the western cape, for the department of water and sanitation. Bidders are assessed in four sequential phases: mandatory requirements, administrative compliance, technical specification compliance against technical information section 3.2.14, And an 80/20 preference points system awarding 80 points for price and 20 for specific goals. The decisive risks are hand delivery of a complete bid by 11:00 on 22 october 2026 to the bid box in paarl, and lodging the full administrative pack β csd report, SARS tax clearance and pin, cipc certificate, b-bbee certificate or eme/qse affidavit, and proof of signing authority β since any omission disqualifies the bid before evaluation.
Closing and submission: 22 October 2026 at 11:00, hand-delivered in a sealed envelope endorsed with bid number WTE-0603 CS and the bidder's name to the Bid Box at the entrance, Department of Water and Sanitation, 4-6 Alkmaar Street, Daljosaphat, Paarl, 7646; no electronic channel is provided and late bids are rejected.
Disqualifying omissions: Phase 1 and Phase 2 require a CSD registration report, SARS tax clearance letter and PIN, active CIPC/CIPRO certificate, original or certified B-BBEE verification certificate (or EME/QSE sworn affidavit), a letter of appointment or certified board resolution authorising the signatory, and completed SBD 1, SBD 3.1 and SBD 6.1 β any missing, unsigned or incomplete document renders the bid non-responsive.
Pricing: Section 4 of the bid document and the SBD 3.1 Pricing Schedule must be fully completed and priced out; failure to do so invalidates the bid, and all contract payments are made by electronic funds transfer.
Technical compliance: a data sheet or catalogue for the galvanised palisade fence meeting the technical requirements must be submitted, with the offered item clearly indicated where multiple items appear, and bidders must declare compliance with Technical Information Section 3.2.14 and sign the Section 3 declaration; non-compliance with any technical specification makes the bid non-responsive.
Local content: the dtic minimum local production and content threshold applies to cement, and Annexure C must be completed.
Preference points (80/20): 80 points for price and 20 for specific goals β 5 points each for ownership by women, people with disabilities and youth (35 and below), 2 points for an enterprise located in the Western Cape, and 3 points for a B-BBEE level 1 or 2 contributor that is a QSE or EME; ownership points are awarded pro rata to qualifying shareholding and any claim not supported by the required affidavit or certificate with the bid is forfeited.
Evaluation gatekeeping: only bidders passing Phases 1 and 2 proceed to technical evaluation, and the department is not bound to accept the lowest or any bid; the Construction Sector Code applies to entities earning more than 50% of annual revenue from construction-related activities.
